Two positions are available: One full‑time position, and one full‑time limited term position that is grant funded through December 31, 2026. Continuation of the position beyond 2026 is dependent on future budget appropriation.

JOB DESCRIPTION POSITION SCOPE Under general supervision, performs administrative and field inspection duties in the enforcement of laws, ordinances, and regulations. Participates in all work activities of the code compliance program including trash collection, parking, overnight parking, sign code, and zoning. Must have knowledge of municipal ordinances, regulations, standards and policies, record‑keeping skills, and experience with computers.

ESSENTIAL FUNCTIONS

Performs the full range of code enforcement duties; performs a variety of field and office work in support of the code compliance program and parking enforcement. Utilizes appropriate enforcement procedures to achieve compliance where discrepancies with ordinances and codes exist.

Conducts inspections/investigations to determine compliance and enforces compliance with the following ordinances: zoning, land use, nuisance housing, health and safety, trash, blight, parking, sign code, inoperative motor vehicle, parking lot and driveway surface, sidewalk snow removal, weed, yard and lawn, and improper storage of furniture.

Follows the City’s code compliance program ensuring that work is performed in a timely manner and conforms with established policies, procedures, and regulations. Coordinates code enforcement activities with the Eau Claire City‑County Health Department and appropriate City of Eau Claire departments in enforcing the various ordinances.

Reviews, analyzes, and evaluates code enforcement cases and problems; and takes effective action for their correction. Documents violations by securing photographs and other pertinent data; research ownership records, prior complaints, municipal codes and ordinances, and State regulations to establish whether a violation has occurred.

Issues notices, orders, citations, or informative material as needed; maintains records of all orders, violations, and compliance. Prepares correspondence and reports.

Assists homeowners, designers, contractors, municipal departments, businesses, and others in interpreting ordinances and in achieving compliance with applicable ordinances.

Operates the division’s permitting and inspection tracking network computer system.

Assists with the parking permit program, including applications and reporting, enforcement, and the servicing of permit machines and handling of complaints.

Performs parking enforcement duties including enforcing parking control ordinances of the City of Eau Claire including: overnight calendar parking (“Alt‑Side Parking”) throughout the city; parking restrictions in time‑restricted zones, loading zones, handicapped zones, and prohibited parking areas, municipal lots, and parking ramps throughout downtown Eau Claire and issues parking citations when necessary.

Reports all enforcement hardware (license plate readers in parking garages, mobile printers, handheld units, computers, etc.) that are out of order, street signs down, or damaged and in need of repair, missing signs, etc.

Recommends alternative methods to achieve code compliance involving application of related laws, ordinances, and regulations, consults with the Neighborhood Services Manager, City Attorney, City staff, property owners, Police and Fire Departments, and other City departments.

Recommends and assists in writing code revisions to achieve practical and equitable regulations.

Receives and assists in responding to and resolving difficult and sensitive resident inquiries and complaints; reports from other agencies and departments on alleged violations of City‑related zoning, municipal codes, and ordinances.

Maintains effective working relations with co‑workers, the public, downtown businesses, and other supervisory personnel.

Maintains knowledge of principles and methods of investigation utilized in code enforcement inspections; technical terminology used in zoning, including regulations and requirements for court evidence documentation; court procedure; criminal and civil law; legal rights of residents; rules of evidence; building, housing, parking, and abatement codes; and geographical characteristics of the city and enforcement needs in each area, district, or neighborhood.

Must have knowledge of municipal ordinances, regulations, standards, policies, and record‑keeping skills; must be able to record data associated with the activities of the position.

Must be able to present clear, concise, and credible testimony, supported by factual evidence and sound analysis, in legal and administrative proceedings.

NON‑ESSENTIAL FUNCTIONS Performs related duties as required.

EDUCATION/EXPERIENCE/CERTIFICATIONS A high school diploma or equivalent (GED, etc.) is required. An associate degree in a related field or two years of relevant work experience is preferred. Must have at least one year of experience with systems design, data analysis, and computers and software. Must be able to visit resident households to interact with residents regarding code compliance, including in an enforcement capacity and in difficult customer service situations.

WORK ENVIRONMENT Work is performed in the field at residences, businesses, etc. under all weather conditions and in a general office setting. Occasional lifting of less than 50 lbs.

WORK HOURS This position requires flexible working hours to meet parking enforcement needs.
