Position Summary ASSESSOR MANAGER, REAL PROPERTY

– State Department of Assessments and Taxation, Real Property Division, Prince George's County Assessment Office.

The position is a Position Specific Recruitment; the eligible list will be used for this role only.

Location 14735 Main Street, Upper Marlboro, MD 20772.

Grade 19

Key Responsibilities

Coordinate and monitor residential reassessment assignments for timely completion.

Review and approve reassessment work logs and work samples completed by staff.

Conduct inspections and process changes for accounts within the reassessment assignment.

Coordinate, monitor, review, and complete reassessment sales analyses to establish land rates and neighborhood adjustment indexes.

Ensure the reassessment of residential, exempt, and agricultural properties are valued uniformly at fair market value, and that ratios meet Department requirements.

Generate and review database reassessment error, edits, and reports as directed by management.

Coordinate, monitor, and conduct residential appeals assigned by management.

Evaluate and approve first‑level appeal recommendations made by staff.

Assist staff with PTAAB and MD Tax Court case and appraisal preparation.

Coordinate and monitor residential new‑construction inspection cycles for timely permit processing.

Track and code permits scheduled for new construction within the database.

Review and approve completed new‑construction and work logs submitted by staff.

Conduct inspections and process changes on residential new construction, demolition, or change‑in‑use permits.

Coordinate and complete the review of database account edits, errors, and reports for the current tax‑year database.

Update database tables with neighborhood adjustment index and land rate changes accurately.

Complete necessary DoIT forms and review property transfers for proper conveyance coding.

Minimum Qualifications

Nine years of experience in the field of real‑property assessment, including four years of appraisal experience estimating the value of real property in accordance with the Uniform Standards of Professional Appraisal Practice.

Five years of appraisal experience involving the valuation of real property and completion of the International Association of Assessing Officers Course 101, 102, and 300, or equivalent courses approved by the Department.

Notes (Glide‑through qualifications)

Candidates may substitute a bachelor’s degree from an accredited college or university for the four years of required appraisal experience.

Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in tax examination classification for the required experience.

Preferred Qualifications

Demonstrated knowledge of accepted principles, concepts, methods, practices, terminology, theory, and techniques in the assessment and appraisal of real property, including residential valuation and mass appraisal methodologies.

Experience assessing residential real property for tax purposes within Maryland or a comparable jurisdiction, including application of state and local assessment laws, regulations, and valuation procedures.

Strong verbal and written communication, interpersonal, analytical, and problem‑solving skills with the ability to maintain effective professional relationships with staff, management, and customers.

Advanced proficiency in Microsoft Word and Excel and/or Google Docs and Sheets, including preparing managerial reports, analyzing assessment data, tracking performance metrics, and supporting operational and supervisory decision‑making.

Working knowledge and experience using the AAVS program.

Limitations on Selection Must be willing to work in the Prince George's County Assessments Office.

Working Conditions Most work is performed in the field.

Field investigations in geographical areas throughout the county and surrounding areas are required.

Physical Effort There may be extensive walking, standing, and bending during the course of the duty day in order to conduct multiple field investigations.

Licenses, Registrations, and Certifications Employees in this classification may be assigned duties that require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Special Requirements

Employees may be required to have daily use of a motor vehicle while on official State business.

Standard mileage allowance will be paid for use of a privately owned vehicle.

Upon appointment to this position, employees who possess a real estate broker or sales license, or a license to sell insurance, will be required to put the license in an "Inactive" status.

Employees are prohibited from participating in any outside activity, including private appraisals, which may be deemed a conflict of interest by the Director of the Department of Assessments and Taxation.

Selection Process Applicants must provide sufficient information on their application to demonstrate that they meet the qualifications for this recruitment.

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the eligible employment list for at least one year.
