HVAC Mechanic I:
Perform entry‑level heating, ventilation, and air conditioning (HVAC) work. Requires learning and applying skills to perform routine maintenance and repairs of air distribution systems in the facilities. Works under close supervision, with minimal latitude for initiative and independent judgment.
HVAC Mechanic II:
Perform complex (journey level) HVAC work. Involves operation, maintenance, installation, and repair of mechanical and electrical/ DDC control systems and components of HVAC equipment such as steam and hot water boilers, DX systems, cooling towers, chillers, fan‑coil units, and air‑handler units in medium and large buildings. Works under general supervision, with limited latitude for initiative and independent judgment.
HVAC Mechanic III:
Performs advanced (senior‑level) HVAC work. Involves operation, maintenance, and repair of mechanical and electrical/ DDC control systems and components of HVAC equipment including steam and hot water boilers, cooling towers, chillers, fan‑coil units, and air‑handler units in medium and large buildings. Provides guidance and supervision to other HVAC mechanics and contractors. Works under limited supervision, with moderate latitude for initiative and independent judgment.
ESSENTIAL DUTIES / RESPONSIBILITIES HVAC Mechanic I
Overhaul, remove, replace, and/or repair air‑conditioning, heating, and ventilation equipment, including pumps, compressors, boilers, chillers, cooling towers, fan‑coil units, air‑handling units, DX systems, and pneumatically controlled devices. Adjust parts and equipment to maximize efficiency.
Repair and maintain hot‑water boilers and related components. Inspect and maintain boilers for proper pressures, water levels, and chemical balance. Monitor gauges and record readings.
Install or replace electrical control wiring, damper motors, actuators, thermostats, humidistats, and associated equipment.
Monitor and adjust DDC software for computer monitoring and remote adjustments of temperature and precision cooling/heating.
Perform scheduled preventive maintenance: clean coils, change filters and belts, grease bearings, change motors, valves, piping, replace compressors, and conduct pressure testing.
Test refrigerant equipment for leaks, locate and repair leaks, adjust expansion valves, and add refrigerant as needed.
Attend training sessions, read manuals, and consult vendors on new control technologies.
Travel to remote facilities and work beyond normal hours, including holidays and weekends, to respond to emergencies.
Maintain records and prepare reports on work orders, repairs, installations, service, and EPA compliance.
Coordinate parts and material requisitions with supervisors.
Train others as needed.
Attend work regularly and observe agency attendance policies.
Perform other duties as assigned.
HVAC Mechanic II

Perform scheduled preventive maintenance, including cleaning coils, filters, belts, bearings, motors, steam traps, valves, and piping.
Test refrigerant equipment for leaks and perform repairs.
Maintain records and prepare reports on work orders, repairs, and EPA compliance; monitor and adjust plant systems.
Assist management in developing bid specifications and purchasing equipment and supplies.
Attend special training and consult vendors on new control technologies.
Travel to remote facilities and work beyond normal hours.
Inspect maintenance and repair work performed by others.
Attend work regularly and observe attendance policies.

GENERAL QUALIFICATIONS AND REQUIREMENTS Education HVAC Mechanic I‑III: High school diploma or equivalent. Degree in HVAC preferred.
Experience HVAC Mechanic I
Minimum 1 year full‑time progressively responsible experience operating, servicing, and repairing HVAC and boiler equipment in commercial or residential facilities (commercial preferred).
Skill in analog and digital volt/ohm/amp meters, troubleshooting electrical systems, using hand and power tools.
Knowledge of HVAC refrigeration codes, TDLR laws, and EPA regulations.
PC skills for EMS troubleshooting.
Blueprint and sketch reading.
Material and labor estimation.
Safety and tool proficiency.
HVAC Mechanic II
Minimum 3 years full‑time progressively responsible experience operating, servicing, and repairing HVAC and boiler equipment (commercial preferred).
Same technical skills and knowledge as for Level I.
HVAC Mechanic III
Minimum 5 years full‑time progressively responsible experience operating, servicing, and repairing HVAC and boiler equipment (commercial preferred).
Same technical skills and knowledge as for Levels I and II.
Licensure and/or Certification ACR Contractor license (HVAC Class A or B) through Texas Department of Licensing and Regulation (TDLR) or associate’s / bachelor’s degree in HVAC/R from an accredited institution. EPA 608 Type 3 or Universal certification required within six (6) months. R410A refrigerant certificate required within six (6) months. Valid driver’s license if driving is required.
Critical Infrastructure Must maintain security and integrity of the infrastructure; must not be employed by or have connections to any government or political entity listed in 15 C.F.R. § 791.4.
Regulatory Knowledge Working knowledge of TXDPS, state, and federal regulations, legislation, guidelines, policies, and procedures.
Supervisory / Managerial / Leadership Skills Knowledge of management principles, productivity standards, and fiscal management. Ability to develop policies and procedures, provide clear direction, promote teamwork, and motivate others.
Technology Proficiency in Microsoft Office and CAPPS, SharePoint, and ability to learn new software.

Ability to lift up to 100 pounds.
Good visual acuity, hearing, and hand‑eye coordination.
Must drive up to 50 % of the time and travel to remote locations.
