QinetiQ US is seeking a Senior Technical Program Manager (SETA) to support the development and improvement of autonomy across various platforms. The highly motivated candidate will provide leadership and guidance through knowledge, experience, and their ability to effectively manage and oversee current and emerging Research, Development and Technology projects. The candidate will help identify critical warfighter needs, initiate new projects, and provide program management and technical expertise in project execution to deliver impactful capability to the warfighter quickly.
The Senior Technical Program Manager Systems Engineering and Technical Assistance (SETA)'s primary responsibilities are to guide and support multiple programs through development and expansion into additional mission sets. Responsibilities will include program management (Cradle-to-grave, cost, schedule and execution), engagements with performers, Program Executive Office (PEO) and Combatant Command (COCOM) partners. Interact with Service or Defense Agency Program Offices to leverage existing capabilities in new and innovative ways and to provide expertise in relevant technical disciplines.
• Provide routine program management support to an RDT&E Program Manager including but not limited to scheduling industry days, coordinating with vendors to develop performance work statements, concept of operations, integrated master schedules, schedule meetings, budget planning, briefing materials, program execution plans etc.
• Experience in development, test and evaluation of autonomous systems to improve targeting quality data to various platforms.
• Experience developing and reviewing test plans for both software in the loop and hardware in the loop testing. Including identifying key test objectives, performance metrics, and risks
• Knowledge of DoD kill chains, familiarity and relationships with the stakeholder community with NAVAIR, understanding of detailed technical characteristics
• Detailed knowledge and experience with the different types of military communications technologies, how they interface, and what their performance capabilities are.
• Knowledge and understanding of target track quality and combat ID requirements
• Experience with acquisition management of current and future projects, including the total cost, schedule, and performance.
• Experience with Planning, Programming, Budgeting and Execution (PPBE) service contracting and financial analysts.
• Provides critical support in multi-disciplinary, multi-agency integrated product team of professional acquisition personnel across multiple sites nationwide.
• Leads development of acquisition products and materials in support of transition and transition partner Milestone Decision Authority gates.
• Oversee collaborative development of requirements and programmatic documents (MOUs, SOWs, Project Outlines, etc.) with Service stakeholders such as USAF and USN partners
• Special projects as desired
Bachelors in Engineering, Physics, Statistics, Computer Science or Science
• Knowledge of MS Project and in-depth familiarity with developing, reviewing, and tracking Integrated Master Schedules (IMS)
• Knowledge of Earned Value Management System (EVMS) and experience developing or reviewing performer EVMS data
• Experience working in a TS/SCI/SAP environment
• 1) Long range fires/Hypersonic Weapons; (Proficient in MS PowerPoint, excel and/or other equivalent program management tools.
• Travel up to 25% of the time to CONUS and OCONUS locations (Alaska, Hawaii, UK and EUROPE)
• #Self-starter mentality combined with proficiency in supporting execution of DoD projects
• Good organizational skills with experience coordinating large meetings both in-person and virtual
