Responsibilities
Conduct on‑site inspections and investigations, including abuse, neglect, and exploitation cases involving adults and children with mental illness or intellectual, developmental, and physical disabilities in Texas long‑term care facilities.
Perform annual comprehensive surveys and complaint investigations to determine compliance with federal and state health and safety regulations.
Prepare written reports detailing deficiencies, narratives supporting regulatory findings, and recommendations for corrective action.
Make referrals to the HHSC Employee Misconduct Registry when abuse, neglect, or exploitation is determined to have occurred.
Establish priorities for evidence gathering, analyze evidence, and maintain chain of custody.
Review and approve corrective action plans; recommend enforcement actions and ensure administrative penalties are assessed.
Participate in meetings discussing major issues identified during inspections or investigations.
Testify at hearings and court proceedings regarding investigation findings and compliance determinations.
Provide on‑the‑job training to new hires, including mentoring, shadowing, and demonstrations.
Perform other duties as assigned by supervisors or regional leadership, including on‑call duties for emergencies and high‑priority situations.
Knowledge, Skills, and Abilities (KSAs)
Knowledge of, and ability to interpret, local, state, and federal laws and regulations relevant to long‑term care.
Skill in conducting inspections and investigations and determining appropriate courses of action.
Effective verbal and written communication skills.
Ability to work independently and to prepare clear, concise reports.
Strong analytical skills for gathering and interpreting data.
Ability to exercise professional judgment and make sound decisions.
Proficiency in operating computers, tablets, laptops, and Microsoft Office.
Ability to conduct interviews in various settings, including private residences and state‑operated facilities.
Capacity to work in potentially high‑risk environments.
Qualifications
Valid Class C (or higher) Texas driver’s license or equivalent.
Experience interacting with or communicating with members of the public, in person or by phone.
Four‑year degree from an accredited college or university (preferred).
Experience conducting investigations (preferred).
Experience working with individuals with mental illness, intellectual or developmental disabilities, or physical disabilities (preferred).
Must have reliable transportation and be willing to travel up to 80% of the time, including statewide, overnight, and weekend travel.
All applicants must pass a fingerprint criminal background check.
