Job Title: Non-Merit Clerk

Under general supervision, performs comprehensive clerical work in support of a County program or agency. EXAMPLES OF ESSENTIAL DUTIES Receptionist: Responsible for greeting participants and other guests. Directing guests to appropriate offices. Operating multiline phone system, including answering/holding/transferring calls, and taking messages. Providing information and referral to callers and visitors, maintaining welcoming lobby, sorting mail. Making copies. Maintaining program and administrative calendars. Managing telecommunications systems. Creating and submitting spreadsheets and reports. Data Entry: Responsible for transferring data from paper formats into computer files and database systems, either manually or by scanning. Verifying data against source documents at different process stages. Resolving data discrepancies. Creating and submitting spreadsheets and reports. Purchasing: Responsible for assisting the Director and core staff with starting and completing purchase requests and orders. Conducting market searches. Filling and proofreading order forms. Monitoring purchasing approval process. Checking on all delivery of goods. Processing invoices/purchase card statements/packing slips. Tracking inventory. Updating the Director on stock. Verifying finance status. Reconciling discrepancies. Keeping stock organized. Creating and submitting spreadsheets and reports. EXAMPLES OF OTHER DUTIES Responsible for the safe operation and timely transport of families to and from the participants' home to the Center, and/or to and from field trip locations. Logging and tracking vehicle mileage, gasoline, tolls, incidents, etc.. Assigning routes. Scheduling maintenance. Installing and inspecting car seats, fire extinguishers, and first aid kits. Vehicle cleanliness. Completing/recording/filing forms and reports. Adhering to deadlines. Following policies and procedures for drivers of Maryland state vehicles. Qualifications
Possession of a high school diploma or an appropriate high school equivalency PLUS one year's general clerical experience. (Additional experience as described in the essential duties may be substituted on a year-for-year basis for the required education. Additional education may be substituted on a year-for-year basis for the required experience.)
Knowledge, Skills and Abilities (Entry Level) Knowledge of office procedures and filing systems. Skill in operation of office machinery as listed in essential duties. Ability to communicate orally. Ability to read and comprehend simple instructions and documents. Ability to answer routine inquiries and to properly direct visitors, mail, or telephone calls. Ability to maintain files. Ability to follow County and departmental rules and regulations. Ability to learn automated office systems. Ability to follow directions. Ability to establish and maintain effective working relationships. Knowledge, Skills and Abilities (Full Performance) Knowledge of County rules and departmental regulations and procedures. Skill in operation of automated office systems. Ability to process information according to established guidelines. Ability to effectively deal with the public. Life Insurance
In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week. Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.
Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Paid Leave
Sick Leave
- Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.
Vacation Leave
- Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.
Holidays
- Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
