Contracts Specialist 2
Schedule: This is a full-time position. Work schedule is normally Monday through Friday, 8 a.m. to 5 p.m.; however, incumbents must be willing to workdays or hours outside of their approved schedule as required to meet business needs. Flexible/Hybrid is an option.
Travel Requirements: Incumbent may occasionally travel during and outside normal work hours throughout the state, including rare overnight stays.

Energy Facility Site Evaluation Council (EFSEC) provides a “one-stop” siting process for major energy facilities in the State of Washington. EFSEC coordinates all evaluation and licensing steps for siting certain energy facilities in Washington. EFSEC specifies the conditions of construction and operation and manages an environmental and safety oversight program of facility and site operations. EFSEC maintains jurisdiction over project sites from application until eventual decommissioning and reclamation of the site. About this opportunity: This position is directly responsible for reviewing, creating, monitoring and renewing state-wide goods and services contracts for the agency. This role coordinates with the Department of Enterprise Services (DES) contract services on larger contracts requiring RFP or RFI work, and ensures that DES has all information for preparing and maintaining necessary contract documents; ensuring DES accounting services has all information for maintaining and documenting information related to billings and invoice payments; managing and maintaining program tracking systems and financial documentation for billings, facility regulatory compliance, and the EFSEC contactor oversight program as needed; drafts and prepares policy and procedure documents when necessary; manages electronic databases and SharePoint Libraries; and assists EFSEC Managers in fulfilling their job responsibilities. Contract Specialist 2 , you will be the primary responsible for reviewing, creating, monitoring, and renewing state-wide goods and services contracts for EFSEC. You will coordinate directly with DES Contract Services on large-scale projects requiring RFP or RFI work, ensuring they have the necessary data for contract preparation, and work closely with DES Accounting to document all billings and invoice payments. Your role will also maintain the agency’s digital infrastructure by managing electronic databases and SharePoint libraries of the EFSEC's contracting, and collaborating with the EFSEC Webmaster to ensure the public website remains current. Furthermore, you will provide technical assistance for public records requests and offer backup support to Commerce Specialists, ensuring EFSEC continues to provide an effective siting and compliance process for Washington’s major energy facilities. Some of what you’ll enjoy doing includes: Review requests for the procurement of public works construction, architectural and engineering services, and other contracting as assigned Analyze the requirement and determine the procurement method, review sole source justifications and prepare documentation, determine applicability of public work requirements and assist with alternative public works contracting methods in compliance with State Law Collaborate with Commerce Specialists and project managers to define procurement requirements including proposed procurement schedules, scope of work/specifications, evaluation criteria, pricing schedule, budgeted contract amount, type of procurement process, subcontracting opportunities and requirements, term of contract, drawings and reference documents, and selection of evaluation committee members Post-Award tasks include:
Administer assigned contracts in accordance with contractual terms and conditions Develop processes, procedures and regulations to ensure compliance:
Develop, review and edit procedures and processes, guidance documents, tracking templates, and records management Research cited references to RCW, WAC, or CFR to ensure references are current Tracks agency changes in procurement and contracting approach including OMWBE and Small Works requirements Other duties as assigned:
Assists with preparation of new EFSEC legislation when needed, drafts compliance policy and procedure documents in accordance with statutes and rules required when processing applications and implementing compliance over-site of energy facilities, for EFSEC Director of Siting and Compliance review and approval Assist EFSEC Managers and other technical staff in writing and updating rules by following procedures established by EFSEC and the Code Revisers Office With directions from EFSEC Managers:
Review and update the EFSEC website in coordination with the EFSEC Webmaster to ensure that information on the website is current May provide technical assistance in responding to public records requests when needed
Work with Commerce Specialist and backup support of Commerce Specialist when needed Experience, Education and Competencies OPTION 1 Six (6) years of experience in negotiating, administering or terminating government contracts, contract property management, contract cost or price analyses, or contract compliance administration
OPTION 2 Bachelor's degree involving major study in public administration, business administration, business law, commerce, economics, mathematics, statistics or closely allied field and
two (2) years of experience in negotiating, administering or terminating government contracts, contract property management, contract cost or price analyses, or contract compliance administration
In addition to qualifying under Option 1 or Option 2, applicants need to have decision making/judgment to:
Recognize problems and respond appropriately Seek advice from EFSEC Managers when appropriate Update management of issues regularly Systematically gathers information Sorts through complex issues Seeks input from others; addresses root cause of issues; makes timely recommendations Advise managers in dealing with difficult decisions and resolving disputes Use consensus when possible Communicates professionally and effectively to others Preferred/Desired Qualifications
Knowledge of state contracting requirements Knowledge of the state budget and accounting processes Knowledge of invoices and billing processes to follow through with accurate payments Knowledge of the requirements of federal and state environmental laws and regulations Keep current on job knowledge Special Requirements/Condition of Employment
Background Check Conflict of Interest: RCW 42.52 limits EFSEC's ability to employ any person who owns stock in any company the Council regulates or is otherwise financially interested in such company.
