Responsibilities Noblis and Noblis ESI are expanding our teams of smart, collaborative, proactive experts and professionals. We are seeking personnel to join our team who possess the experience, vision, commitment, and integrity to support the strategic goals of the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Office of Mission and Capability Support (MCS).

DHS S&T partners with the DHS Cybersecurity and Infrastructure Security Agency (CISA) to develop valuable resources for critical infrastructure owners and operators. This role will provide project management support for DHS S&T projects promoting the security of the nation’s critical infrastructure. We are looking for someone who is mission‑driven, strategic, service‑mindful, and engages teammates to proactively and creatively solve problems.

This is a hybrid position requiring staff to be in-person at the DHS S&T client site in Washington, DC as needed. Applicants must be located within the National Capital Region.

Role Functions

Analyze and support the management of the scope, schedule, budget, technical, and strategic aspects of the project.

Create compelling documentation and develop targeted communication strategies to showcase the impact and value of S&T research initiatives.

Perform scheduling, writing internal memos, maintain and update Program Management records, track action items, respond to data calls, draft, review, and deliver program and project briefings, manage records, develop procurement requests, and coordinate daily operations of the assigned program.

Professionals in project management are responsible for planning, executing, and overseeing technical projects to ensure they are completed on time, within budget, and according to scope and quality requirements. They utilize their expertise in project management methodologies, tools, and techniques to coordinate resources, manage risks, and achieve project objectives. Typical responsibilities include defining project scope, objectives, and deliverables; developing project plans, schedules, and budgets; monitoring progress, tracking milestones and deadlines; and managing changes and issues that may arise during project execution. They also facilitate communication and collaboration among team members, stakeholders, and other parties to ensure alignment and transparency throughout the project lifecycle.

This role will support the government client in managing projects and technical/functional solutions. As an employee, you will work on advanced problems of large scope, impact, and importance, apply broad knowledge of professional specialty and business dynamics, maintain effective relationships for customer service and project support, demonstrate initiative and proactively identify and communicate needs, influence at the team or department level, and participate in policy and procedure development.

Required Qualifications

Bachelor’s degree and 10 or more years of relevant experience including cybersecurity, computer science, or related fields.

Advanced degree or equivalent credits/certifications and 5 years of relevant experience including cybersecurity, computer science, or related fields.

Applicants selected must be eligible to receive DHS Suitability and a Secret Clearance.

Desired Qualifications

Demonstrated experience providing program management and analytical support to programs and projects serving DHS or other government agencies.

Experience in cybersecurity, critical infrastructure, software development, and/or computer science.

Experience with research and development contracts.

Excellent written and communication skills.

Attention to detail and service mindset.

Experience in strategic communications, critical infrastructure, physical security, software development, data analytics, systems engineering, chemistry, and/or financial analysis.

Demonstrated experience distilling complex topics and delivering briefings on technical topics.

Experience developing professional rapport and relationships throughout an organization.

Strong skills in using Microsoft products, especially Word, Excel, PowerPoint, SharePoint, and Teams.

Experience providing guidance, feedback, and consulting services to federal program managers.

Proven results‑oriented, proactive problem‑solving abilities.

Ability to work in a dynamic team‑oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and re‑prioritization.

Interest in learning about and researching new technical areas; the right candidate will ask questions and seek to understand both technical and programmatic issues.

Experience facilitating resolution of customer requirements/needs, including identifying and documenting capability gaps, formulating and developing solutions, and contributing to strategic discussions.

Active Security Clearance and DHS Suitability are preferred.
