POSITION SUMMARY The City of Fort Lauderdale employees possess a passion for public service demonstrated by a high degree of enthusiasm, self‑reliance, and job proficiency. This is a professional position supporting a designated department by conducting surveys and performing research and statistical analyses; coordinating and participating in organizational studies; developing recommendations based on findings; and directing and executing large‑scale performance and process improvement programs. The allowance supports the Management of the City’s Quality Management System.

The position is a classified position covered by the Personnel Rules and is in Management Category III for benefits purposes.

ESSENTIAL JOB FUNCTIONS

Facilitates process improvement programs to identify, manage, and improve core processes.

Manages and develops systems and strategic initiatives that improve measured performance.

Conducts comparative research for best practice identification and innovative service delivery models that can be replicated or tailored for the City.

Works with departments to identify and define goals and performance measures related to core processes; establishes reporting methodology and frequency; assists with the analysis of data_questions identify trends and areas for improvement.

Recommends and implements best practices in business analytics at a senior level of expertise within the constraints of a budget.

Manages survey analysis and links results to the Strategic Plan; works with departments to understand results, refine or improve services or processes to improve results.

Conducts complex internal management analysis projects and studies; collects, analyzes, and summarizes large amounts of data into useful information; develops process maps; facilitates work sessions; coordinates work tasks with other departments when applicable; and assists departments with operational decisions or modifications of departmental procedures.

Analyzes and presents results based on research and best practices.

Attends a variety of meetings with both internal and external stakeholders.

Participates on teams to complete special projects aimed at having significant positive impact to City operations.

Facilitates meetings as required.

Prepares reports to communicate key information to senior management related to data analysis, performance measures, process improvement activities, and strategic planning.

Tracks performance measures for the department.

Performs related work as required.

JOB REQUIREMENTS, PREFERENCES & WORK ENVIRONMENT

Bachelor’s Degree in accounting, finance, public or business administration or a closely related field.

Three (3) years of progressively responsible professional‑level experience with analytics or performance management; executing large‑scale performance, process improvement or other similar projects. Additional qualifying experience or completion of coursework at an accredited college or university in a job‑related field may substitute on a year‑for‑year basis for the required experience or education.

Successfully complete an in‑depth employment background check, including a polygraph exam, which will be conducted as part of the post‑offer onboarding process as this position is deemed security sensitive.

PREFERENCES

Bachelor’s Degree in criminal justice, public administration, sociology, statistics, and research methodology or closely related field.

Supervisory experience and experience.screen law enforcement agency functions are preferred.

Proficiency in SQL, Power BI, Excel, SPSS, and GIS Mapping.

SPECIAL REQUIREMENTS As public servants, employees may be required to work immediately before, during, and/or after an emergency. All employees must be available and able to work assigned shifts as determined by their Department Heads.
