Code Enforcement Manager
Pay Grade: 218 starting salary $82,596.15 - $103,245.45

General Description The Code Enforcement Manager is responsible for the overall administration, supervision, and operation of the Code Enforcement Department. This position provides leadership and direction to Code Enforcement personnel, oversees daily field operations, and manages complex, high‑profile, or unusual code enforcement cases from initiation through resolution. The Manager serves as a key liaison between staff, the public, City departments, and elected officials while ensuring consistent, fair, and professional enforcement of City codes and ordinances. The Code Enforcement Manager reports to the Deputy City Manager.
Essential Functions
Supervises Code Enforcement personnel, including scheduling, work assignments, performance oversight, and providing technical guidance.
Oversees daily field operations of Code Enforcement Officers.
Promotes positive work ethics, team development, and high standards of customer service.
Keeps senior management informed of high‑profile or sensitive code enforcement cases.
Communicates and interacts with the public, City staff, and elected officials regarding code enforcement matters.
Develops and manages the Code Enforcement Department budget.
Works evenings and weekends as required.
Supervises and participates in investigations of code and ordinance violations, including inspections, meetings with complainants and alleged violators, and review of findings.
Assumes direct responsibility for managing complex or unusual code enforcement cases through resolution.
Prepares and delivers verbal and written canais regarding enforcement actions, compliance timelines, and case status.
Provides testimony in code violation hearings and related proceedings.
Provides technical assistance to other City departments, external agencies, community groups, and the general public.
Develops, maintains, and enforces Standard Operating Procedures and performance standards for the department.
Provides operational support during local, state, or national emergencies as required.
Attends and participates in administrative and professional meetings.
Stays current on laws, regulations, technology, and best practices related to code enforcement.
Responds to phone inquiries and assists members of the public in person with code‑related questions.

Minimum Education and Experience High school diploma or GED required; Bachelor’s degree preferred. Minimum of five (5) years of experience as a Code Enforcement Officer or in a similar position demonstrating broad knowledge of municipal code and ordinance enforcement. Ten (10) years of demonstrated customer service experience required. Five (5) to seven (7) years of progressively responsible leadership or supervisory experience.
Florida Association of Code Enforcement (FACE) certification in all four courses (see below) is required, with active participation in annual FACE educational conferences. Proficiency in Microsoft Office Suite required.ీమ\ To replace the minimum qualifications, a comparable combination of education, training, and experience may be substituted.

Ability to see, hear (with or without correction), distinguish colors, and communicate verbally and in writing.
Ability to drive and perform moderate lifting and carrying (up to 30 pounds).
Physical ability to walk, stand, sit, kneel, bend, reach, climb, and work at pledge up to 50 feet.
Work is performed in both office and field environments, including exposure to varying weather conditions, noise, slippery or uneven surfaces, and heights up to 50 feet.
