The Association of Public-Safety Communications Officials (APCO) International is seeking an individual for the position of Instructional Designer. This position will report to the APCO Institute Senior Instructional Designer working at the Daytona Beach office.

The Position:
The following are general descriptions of the essential job tasks of the position. Other related tasks may be assigned as necessary and appropriate.
Work collaboratively with the Instructional Design team to design and develop instructional content for new and existing courses, managing the full instructional design lifecycle. This includes a needs analysis, learning objectives, content development, implementation, and ongoing evaluation to ensure alignment with program goals and learner competencies.
Apply instructional design and UX/UI theories and best practices to create engaging, effective, and high-quality learning experiences.
Design, develop, and revise instructional materials, including course outlines, technical manuals, lesson plans, multimedia content, assessments, online course content, and job aids.
Develop courses for multiple delivery methods, including instructor-led, virtual, and self-paced content.
Collaborate with subject matter experts to solicit their expertise and input to ensure accuracy and relevance of all training materials and content.
Ensure timely completion of multiple course development projects simultaneously within established timelines and budget parameters.
Track program development life cycles, ensuring any problems are addressed, escalated when needed, and resolved quickly.
Develop and deliver presentations on behalf of APCO Institute at state, regional and national industry conferences.
Complete other related duties as directed by the Institute Director.
Minimum Qualifications:
Bachelor's degree in Instructional Design, Curriculum Development, Education, or related field (master’s degree preferred).
2-5 years of professional experience designing and developing instructional materials or learning experiences in K-12/higher education, corporate training, or a similar environment.
Demonstrated expertise in technical writing and instructional design, preferably in the public safety communications field.
Strong understanding of instructional design principles and adult learning theory. (experience with competency-based training and performance-based assessment design preferred).
Strong project management skills, including the ability to manage multiple deadlines and collaborate across teams.
Familiarity with learning management systems (LMS) and digital authoring tools (e.g., Articulate Storyline/Rise, Adobe Captivate, Camtasia, or similar).
Experience working in agile and iterative development processes is preferred.
