Job Overview We are searching for a dedicated Counterintelligence Team Lead to manage a team of approximately 10‑12 professionals. This full‑time role supports the Division of Strategic Information (DSI) within the Centers for Medicare and Medicaid Services (CMS) by identifying Foreign Intelligence Entity (FIE) threats to customer equities and recommending strategic responses. The position is located in Woodlawn, Maryland, and offers hybrid work (3 days on‑site, 2 days remote) with up to 10% travel.
What You Will Do
Serve as a Counterintelligence Subject Matter Expert/Team Leader, identify FIE threats to customer equities, and recommend appropriate responses in a non‑Title 50 (Non‑IC) environment.
Develop and draft policy, procedures and processes to conduct an effective counterintelligence program in a non‑Title 50 environment.
Supervise and support gathering, analysis and evaluation; prepare recommendations for program improvements and organizational changes.
Prepare, produce, disseminate and conduct quality control over scheduled and unscheduled reports, summaries and intelligence products, including briefings, studies, estimates and assessments.
Coordinate the sharing of information internally and externally to resolve counterintelligence, supply chain risk management and insider threat concerns.
Represent the Directorate in working groups, committees and external engagements as a substantive authority in counterintelligence.
Provide advice, recommendations and oversight to counterintelligence preliminary inquiries, including debriefings, records checks, liaison, training, awareness and other briefings and report writing.
What We Are Looking For
15 years related experience with a bachelor’s degree; 13 years with a master’s; 10 years with a PhD or Juris Doctor; or high school diploma with 19 years experience.
Credentialed graduate of a federal or DoD Counterintelligence Special Agent‑accrediting course.
Experience and familiarity with intelligence‑community partners.
Capable of briefing senior executive levels of the Department on sensitive matters.
Capable of supervising a team of counterintelligence analysts and personnel across on‑site, remote or hybrid settings.
U.S. Citizenship required.
Hold and maintain a Top‑Secret clearance with eligibility for SCI.
Ability to detect and assess anomalies potentially linked to foreign intelligence activity; recommend responses.
Proficiency using Microsoft Office suite.
Preferred
Bachelor’s degree or higher.
Overseas and/or offensive counterintelligence experience.
Graduate of Advanced CI Operations, CI Investigations and/or CI Collections courses, Joint Counterintelligence Training Academy.
Physical Requirements May require working in an office, industrial, shipboard or laboratory environment. Must be able to climb ladders, tolerate confined spaces and extreme temperature variances.
