Processes and provides guidance to staff in the purchase of commodities and services. Assists in training faculty and staff in the areas of purchasing.**Specific Duties and Responsibilities****Essential Functions:*** Reviews requisitions for accuracy and processing and assists in the areas of purchasing.* Assists vendors to ensure compliance with required documentation in conducting business with the College.* Confers with vendors to obtain product and/or service information price, availability and delivery schedule(s).* Researches costs and availability of items; researches and evaluates alternative sources of supply.* Determines method of procurement such as direct purchase, competitive bid, request for qualifications, or purchase through a cooperative purchasing agreement in accordance with federal and state laws and South Texas College policies and procedures.* Verifies the correct account coding assigned to each purchase.* Maintains procurement records such as items or services purchased, delivery, product quality and performance, and inventories.* Investigates problems with defective or unacceptable goods or services with Central Receiving personnel, end users, vendors and others to determine source of trouble and takes corrective action.* Assists with expediting delivery of items to end user departments in coordination with Central Receiving personnel.* Communicates with departments regarding budget issues.* Processes purchase orders and sends copies to employees and appropriate vendors.* Maintains records of department activities, vendor information, and other records for auditing purposes.* Images and maintains department records to comply with retention policies and procedures for Purchasing, Central Receiving and Mail Services.* Communicates with departments district-wide via phone, email, fax, or face-to-face.* Assists in training faculty and staff in the areas of purchasing.* Processes monthly reports in the areas of purchasing.* Assists the director and/or associate director with projects, as needed.* Maintains knowledge of the College’s policies and procedures and federal regulations affecting the department.* Travels throughout the college district, as needed.* Performs other duties as assigned.**Required Education and Experience*** Bachelor's degree required.* At least two (2) years of experience in purchasing, preferred.**Required Knowledge, Skills and Abilities*** Excellent oral, written, presentation, and interpersonal communication skills.* Strong computer skills with knowledge of Microsoft Office including, but not limited to, Word, Excel, PowerPoint, and Outlook, the Windows environment, and internet research skills.* Ability to prioritize, organize, and complete multiple tasks with attention to detail, within stated deadlines.* Ability to work independently as well as a team player within department and with others.* Ability to adapt to constant change and periods of fast-paced, high-intensity work situations.* Ability to work evenings and/or weekends as needed; willing to travel throughout the college district using own means of reliable transportation.* Demonstrated commitment to achieving the vision and mission of South Texas College.* Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.* Ability to write reports, business correspondence, and procedure manuals.* Ability to effectively present information and respond to inquiries from groups of employees, clients, customers, vendors, regulatory agencies, and the general public.* Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.* Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.* Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.**Checks, Certificates, Licenses, and Registrations*** Security Sensitive position: all applicants are subject to a criminal background check under South Texas College policy.* In addition, subject to a federal background check.* Must have or qualify for a valid Texas driver's license and proof of liability insurance.**Physical Requirements*** Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.* Bending the body downward and forward by bending leg and spine.* Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.* Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.* Applying pressure to an object with the fingers and palm.* Perceiving the nature of sounds at normal speaking levels with or without correction.* Ability to receive detailed information through oral communication, and to make the discrimination in sound.* Raising objects from a lower to a higher position or moving objects horizontally from position-to-position.
