BRIEF POSITION SUMMARY Regional Environmental Specialist (RES) performs complex (journey-level) environmental or public health and safety work. Work involves coordinating inspections, surveys, assessments, or investigations to ensure compliance with environmental laws; evaluating environmental impact; and identifying health and safety hazards and other sources that can affect the health of the environment or population. May train others. May coordinate work of contractors as needed. This RES will support assigned facilities. Reports directly to the Resource Conservation Recovery Act (RCRA) Waste Manager. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. WORK HOURS:
Tuesday-Friday, 10 hours a day, 40 hours a week ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES Conduct inspections and assessments to identify environmental vulnerabilities that could compromise infrastructure integrity.
Oversee hazardous material and waste management programs to prevent contamination or degradation of secure environments. Collaborate with engineering, cybersecurity, and facilities teams to align environmental controls with infrastructure protection frameworks (e.g., Spill Prevention Control and Countermeasures [SPPC] Plans, Storm Water Pollution Prevention Plans [SWPPP], National Environmental Protection Act [NEPA], National Institute of Standards and Technology [NIST]). Support emergency response planning and incident mitigation related to environmental hazards affecting secure infrastructure. Provide training and outreach to staff on environmental practices that enhance infrastructure security and operational continuity. Design, direct, analyze, monitor, mitigate, conduct surveys, and complete coordination of environmental duties at assigned facilities to support compliance with applicable laws and regulations. Assist with activities established to prevent pollution and minimize environmental impacts. Provide updates, suggestions and information for environmental awareness, especially the Earth Guard publications, which are accessible on public and internal websites. Coordinate with other Media Managers in the Environmental Branch on an "as needed" basis. Assist with hazardous materials management to include Waste Minimization through Shelf-Life Management. Assist assigned facilities with management of all applicable records as required by laws, regulations, and policies. Assist facility personnel with record management and document control by utilizing the Compliance Tool Kit (CTK) or Environmental Binder, in consistent coordination with Environmental Trainers, to ensure effective and compliant records management. Assist Media Managers with reviewing, making recommendations and implementing plans, procedures, policies and guidelines in reference to SPCC Plans, SWPPPs and the Environmental Waste Management Plan (EWMP). Assist with environmental compliance at assigned facilities by conducting Site Assistance Visits (SAVs) and providing Internal Site Support (ISS) under the Environmental Performance Assessment System (EPAS) Program, including execution, reporting, tracking, and mitigation of findings, under the guidance of the EPAS Manager. Assist and advise assigned facilities with environmental stewardship as directed by the Environmental Quality Control Committee (EQCC), who represent the Adjutant General (TAG). Attend work regularly and observe approved work hours in accordance with agency state employee policies and procedures handbook. May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends. Perform related work as assigned. MINIMIUM QUALIFICATIONS EDUCATION: Graduation from an accredited four-year college or university is required (substitution is allowed). PREFERRED EDUCATION:
Graduation from an accredited four-year college or university with major coursework in environmental or natural sciences, environmental engineering, public health, or related field is preferred.
EXPERIENCE: Two (2) years of experience in conducting environmental assessments, investigating sites and coordinating laboratory sample and analysis projects is required. Experience using Microsoft Office (such as Outlook, Word, or Excel) is required. PREFERRED EXPERIENCE: Experience with SPCC Plans, SWPPPs, Hazardous Waste Management Plans (HWMPs), or their equivalents is preferred. Experience with training of ONSITE personnel to ensure compliance with all applicable environmental laws and regulations is preferred. Experience working with federal, state and local Environmental, Health & Safety (EHS) regulators is preferred. SUBSTITUTION: Additional years of experience conducting environmental assessments, property inspections, investigating sites, environmental baselines studies and coordinating laboratory sample and analysis projects may substitute for the required education on a year per year basis up to four years. REGISTRATION, CERTIFICATION OR LICENSURE: Valid driver's license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. Selected candidate must pass an initial criminal history check and review of foreign adversary connections that might prevent them from being able to maintain the security or integrity of the TMD infrastructure and periodic reviews throughout employment. In accordance with Executive Order GA-48, Texas Military Department (TMD) employees are prohibited from current employment or ongoing business relationships with any entity identified on the U.S. Department of Commerce’s Entity List (15 C.F.R. 791.4) or any governmental entity or political apparatus of a country listed therein. The selected candidate must pass federal security background investigation and be able to obtain a Common Access Card (CAC). The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Normal office temperatures and noise are expected most of the work time. Exposure to seasonal inclement weather can be expected for a percentage of time spent overseeing and monitoring storm water plans and for other duties as assigned. Outside work requires bending, reaching, stretching, climbing and crouching. The incumbent must be able to lift and carry items weighing up to 40 pounds and often puts forth similar effort in pushing, pulling, turning and positioning parts, assemblies, equipment and tools.
