Position Overview Under general direction of the Leisure Services Director, Public Facilities Superintendent, or designee, the purpose of the position is to assist a wide variety of skilled and/or semiskilled maintenance and repair work in one or more trade disciplines. Employees in this position perform physical labor at a work site. Employees in this classification must demonstrate the knowledge, skills and abilities of a Lead Carpenter in maintaining and repairing all docks, piers, and all city structures and coordinating the repair and new construction of the public infrastructure as well as operating a variety of equipment in construction, operation, and repair. Employee must exercise independent judgment and initiative in completing assigned tasks as well as the ability to work unsupervised. Performs related work as directed.

Responsibilities

Assists the Superintendent to oversee, guide and direct the work productivity at job sites of laborers and maintenance workers.

Using a variety of trade skills maintains and repairs City structures, facilities, and equipment.

Proficient in carpentry, plumbing repair and electrical work up to 240 volts, and working knowledge of other maintenance repairs.

Organizes and plans the maintenance of city infrastructures such as docks, piers, buildings, pavilions, etc.; and structures in trade work including but not limited to carpentry, painting, roofing, masonry, electrical, plumbing and locksmith work.

Locates gas, telephone, power, television, water and sewer lines from appropriate sources prior to the start of any excavation projects.

Assists in responding to citizen complaints.

Inspects and maintains equipment and tools by cleaning and checking equipment and tools after use. Refers defects or needed repairs to supervisor.

Performs required labor involved in construction and maintenance projects.

Control traffic passing near, in, or around work zones.

Erect or dismantle scaffolding, shoring, braces, traffic barricades, ramps, or other temporary structures.

Load, unload or identify building materials, machinery, or tools, distributing them to the appropriate locations, according to project plans or specifications.

Measure, mark, or record openings or distances to layout areas where construction or work will be performed.

Position or dismantle forms for pouring concrete, using saws, hammers, nails, or bolts.

Position, join, align, or seal structural components, such as concrete wall sections or pipes.

Read plans, instructions, or specifications to determine work activities.

Signal equipment operators to facilitate alignment, movement, or adjustment of machinery, equipment or materials.

Operates a variety of power construction and maintenance equipment used in the Public Facilities Department.

Operates a variety of light, medium, and heavy equipment to include large earth moving and excavation equipment used in construction and maintenance.

Insures that all work performed adheres to established safety standards, building codes and regulations, and engineering standards where applicable.

Performs preventive maintenance according to assigned schedules or when directed.

May work in a variety of confined or enclosed spaces, i.e., ceilings, duct systems.

Communicates effectively and fluently both orally and in writing.

Maintains an effective working relationship with residents, departments and staff. May be required to assist other departments when necessary.

Assists other trade’s personnel in two (2) or more of the trade disciplines to provide essential knowledge, skills, and abilities in all trades utilized by the unit.

Performs other related job duties as assigned.

Education and Experience

High school diploma or GED equivalent; supplemented by one year of experience and/or training in two (2) or more of the trade disciplines, i.e. carpentry, plumbing, electrical, etc. as outlined herein.

Machinery to be Operated - City vehicle, heavy equipment, Tools

Special Qualifications

Valid State of Florida Class "B" Commercial Driver License with air brake endorsement or obtain within 6 months. Requirement exists at the time of hire and as a condition of continued employment.

Knowledge, Skills and Abilities

Knowledge of and ability to perform building construction, carpentry, plumbing, masonry, welding, and electric.

Knowledge of hands-on construction and ability to perform all related on-site construction work

Knowledge of and ability to use hand tools, small power tools, and related safety equipment.

Knowledge of plumbing, hand tools, carpentry, masonry, and general construction principals.

Knowledge of OSHA and EPA standards.

Knowledge of arithmetic: count, addition, subtraction, multiplication, division, percentages, etc.

Knowledge of office administration practices, concepts, and automation applications.

Knowledge of municipal code, directives, and procedures and of city services and operations.

Knowledge and principles of customer service and telephone etiquette.

Skill in coordinating and prioritizing a large number of people and tasks.

Skill in customer service.

Skill in the use of computers and software/program applications, e.g., spreadsheet and word processing applications, such as Microsoft Word, Excel, and Outlook.

Skill in effective communication, both orally and in writing.

Ability to make good decisions when problems arise to resolve the situation in an efficient and cost-effective manner.

Ability to direct, train, and motivate vendors and subcontractors to maintain compliance with the City's policies and practices.

Ability to take charge of situation and problems, identify solutions, and implement a plan to reach goals independently.

Ability to work weekends, overtime, and be on-call.

Physical Requirements The work is very heavy work which requires exerting in excess of 100 pounds of force occasionally and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects. Additionally, the following physical abilities are required:

Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.

Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.

Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.

Crawling: Moving about on hands and knees or hands and feet.

Kneeling: Bending legs at knee to come to a rest on knee or knees.

Pulling: Using upper extremities to exert force in order to draw haul or tug objects in a sustained motion.

Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.

Reaching: Extending hand(s) and arm(s) in any direction.

Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles. Tasks involve regular and sustained performance of heavy manual and physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that generally involves lifting, carrying, pushing, and/or pulling of moderate to heavy objects and materials (25-75 pounds). Occasionally, may be required to lift and/or move items weighing up to 100 pounds.

Manual Dexterity: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.

Crouching: Bending the body downward and forward by bending leg and spine.

Standing or Sitting: Particularly for sustained periods of time.

Visual Acuity: Including color, depth perception, and field vision.

Work Environment Tasks risk exposure to adverse environmental conditions, such as dirt, dust, pollen odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, toxic agents, disease, violence, or pathogenic agents.
