Responsibilities Performs skilled technical work appraising, assessing, and reassessing real property for tax purposes, conducting field investigations, assisting citizens with real property appraisal and tax matters, and related work as apparent or assigned. Tact and courtesy are required in frequent dealings with the public. Independent judgement and initiative are exercised in accurately evaluating dwellings in determining appraisal values. Work is performed under the moderate supervision of the Tax Appraisal Manager and Tax Assessor. Assist with other duties as needed or assigned.
Qualifications
Make field appraisals and door-to-door inspections of real property and answers inquiries concerning appraisal when possible.
Reviews building permits and parcel numbers; adds data to forms; organizes routes for appraisal review and inspection.
Physically visits property sites for the purpose of measuring dimensions & listing real property characteristics of both residential, commercial, and industrial structures for tax purposes. This must be accomplished with a thorough understanding and application of the Machinery Act of North Carolina and the Pender County Schedule of Values while using appraisal industry approaches and standards.
Differentiates & identifies quality grade, depreciated physical condition, foundation type, roof type, interior/exterior wall type, number/type of rooms, heating/cooling system, type of building attachments, etc., of all real property structures encountered.
Must possess strong customer service/communication skills to assist property owners & others with inquiries regarding property data and assessed values.
Must work responsibly and manage time efficiently and effectively while performing field work.
Must be able to work efficiently within the tax office software, including all supporting assessment programs and tools such as GIS mapping, Word, Excel, and any other programs necessary to perform the work accurately.
Continue education to maintain State Certifications and current appraisal standards.
Performs all tasks and assignments necessary to assist the Tax Assessor to perform required duties.
General knowledge of the practices of real estate appraising for assessment purposes; some knowledge of building and land values; some knowledge of the state laws, charter provisions and County ordinances relating to real property assessing; ability to analyze factors which tend to influence the value of property and to exercise judgment in the determination of property values; ability to write clear and concise reports; ability to solve problems within scope of responsibility; ability to establish and maintain effective working relationships with associates, builders, real estate agents and the general public.
High school diploma or GED and moderate experience which has provided an understanding of appraisal principles, theories, methods and techniques, or equivalent combination of education and experience.
Possession of or ability to acquire North Carolina Department of Revenue Real Property Appraiser certification within two years of employment.
Valid driver's license in the State of North Carolina.
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms and frequently standing, walking, sitting, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling, lifting and repetitive motions; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
