MS4 Permit Compliance Specialist

General Description The MS4 Permit Compliance Specialist oversees and administers stormwater regulations and requirements for the City of Charleston. This position works under general supervision and independently develops work methods and sequences to ensure compliance with applicable environmental and stormwater standards.

Essential Duties and Responsibilities Primary Functions:

Manage the six minimum control measures for the WVDEP NPDES permit.

Supervise the IDDE program, mapping, outfall screening, and erosion/sediment control development and design.

Implement the Municipal and IDDE training programs.

Review and maintain the Stormwater Manual, website, and educational materials.

Provide input and support for ordinance implementation related to illicit discharges, construction runoff, and post-construction controls.

Review permit applications to ensure compliance with erosion and sediment (E&S) requirements.

Conduct site inspections and coordinate with engineers, contractors, and developers.

Compile, draft, and submit Stormwater Management Plan reports.

Provide technical training to municipal employees, peers, and the public.

Collaborate with other City departments on various projects.

Additional Duties:

Educate, implement, and enforce stormwater ordinances and permits.

Provide expert guidance on paths to maintain NPDES permit compliance.

Perform related duties as assigned.

Impact of Errors: Errors may moderately affect work units and could impact other departments or citizens.

Physical Demands: Primarily sedentary work with occasional walking or standing; requires exerting up to 10 pounds of force regularly.

Equipment Usage: Uses tools, equipment, and work aids with moderate judgment to ensure task accuracy and quality.

Unavoidable Hazards: None identified.

Safety of Others: Occasional responsibility for ensuring public safety and compliance with environmental and health standards.

Minimum Qualifications Education and Experience:

Associate degree or completion of two years of college in environmental sciences or a related field.

Minimum of two (2) years of experience in stormwater management or a closely related field.

Certifications and Licenses:

Valid Driver's License required.
