Communications Specialist

in the Communications & Marketing Department. The City of Mont Belvieu is a growing community located on IH-10 east of Houston, Texas in Chambers County. Position Summary

The Communications Specialist will be instrumental in expanding Mont Belvieu’s communications efforts by developing timely and relevant social media content; providing the primary design, maintenance, and update of the City of Mont Belvieu’s website; assisting with the promotion of City programs and events; providing graphic support to other City departments; working with the Communications and Marketing Director on daily and crisis communication needs; and performs other duties as requested. Essential Duties And Responsibilities

Assists with writing, photography, design, editing, and dissemination of informational marketing plans, printed publications, and/or digital media. Under the supervision of the Communications & Marketing Director, coordinates content for City’s social media outlets, compiles statistical reports, analyzes data, and trains the City’s other social media administrators to foster growth of all Mont Belvieu social media channels. This includes support and maintenance of the City’s social media scheduling platform (Sprout Social). Acts as on-call public information officer in responding to after-hours emergencies and media inquiries, assists with conducting media briefings, and media management at City Council Meetings. Provide graphic design support for print ads, social media, public relations and internal use. Act as the digital editor for the City’s website, montbelvieu.net, providing content, updates, and maintenance via the content management system (CMS). Also provides website training for departmental content editors when needed. Assist with the marketing and promotion of Mont Belvieu’s gigabit internet utility, MB Link. Assist the Communications & Marketing Director with the City’s brand and style management. Provide administrative and maintenance support for the City’s AI resident engagement platform (Citibot). Deliver backup and support for the Communications & Marketing Director. In the absence of the Communication and Marketing Director, this role serves as the City’s Public Information Officer (PIO); being a liaison to media, other City departments, and external agencies to handle request for information, interviews and official statements as needed. Assist with crisis communication as needed. In coordination with the Communications & Marketing Director, oversees the monthly reconciliation of the department’s budget; provides expense reports and budget updates to the Director. Coordinates ordering and manages purchase order processing for the department. Perform other assignments or handle special problems as required. Regular and timely attendance is required as well as the ability to get along with others in a professional and cordial manner. No supervisory responsibilities. Required Education And Experience

Associate's Degree Bachelor's degree in communications, marketing, journalism, public relations, or related field preferred. Two (2) years experience including writing, editing, and proofreading; media relations; digital photography, videography, and desktop publishing. Development of written communications such as newsletters, press releases, and website content. Professional work experience in municipal government communications, preferred. Experience in developing and presenting oral and written presentations. Experience in website maintenance and development. Experience with social media sites including writing, posting, and maintenance of social media pages and accounts. Must possess a valid Texas driver's license. Successful candidates must pass a pre-employment background and motor vehicle record check. An equivalent combination of education and experience which demonstrates the knowledge, skills, and abilities to perform the essential functions will be considered when hiring for this role. Preferred EDUCATION AND EXPERIENCE

Bachelor's degree preferred. Municipal government experience, preferred. Knowledge, Skills And Abilities

Able to research and write media releases, brochures, articles, and other written communications. Skill in collecting, verifying, drafting, and disseminating news and information through the City website, social media, and other digital channels. Experience and skills in photography and/or videography. Experience and skill in graphic design; including knowledge of Adobe Creative Suite, Canva and other design, publishing, and compositing programs. Experience with app-driven desktop and mobile media editing and graphic design platforms (Canva, Snapseed, etc.). Ability to read, analyze and interpret city reports, journals, technical procedures and governmental regulations; ability to write reports, business correspondence and procedure manuals; ability to effectively present information and respond to questions from managers, staff and the general public. Experience producing content for social media on various platforms outside of personal use. This includes collecting, understanding, and reporting analytic data. Demonstrated skill in public speaking – both in-person and on camera. Ability and flexibility to rotate responsibility for on-call media inquiries after-business hours and for emergencies. Ability to serve the public and fellow employees with honesty and integrity. Must have a strong emphasis on the ability to exercise good judgment, make competent decisions, handle multiple projects, prioritize and organize work assignments, meet deadlines, work well under pressure and stress, communicate courteously and effectively with other people, and maintain a pleasant and friendly demeanor at all times. Knowledge of federal, state and local laws, statutes, regulations, codes, and standards related to the area of responsibility. Knowledge of City policies and procedures. Ability to communicate and interact effectively with members of the public and co-workers. Skill in effective oral and written communication. Demonstrated knowledge in the use of standard office equipment and software such as Microsoft O365 as well as Apple-based products. Ability to exercise sound judgment in making critical decisions. Skill in resolving customer complaints and concerns. Skill in completing assignments accurately and with attention to detail. Ability to analyze, organize and prioritize work while meeting multiple deadlines. Ability to process and handle confidential information with discretion. Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.
