Job Summary
Under the administrative direction of the Public Works Director, provides leadership and management of the administrative staff to plan, organize and to ensure that all administrative and accounting tasks related to utilities such as water, sewer, and garbage are up-to-date with accuracy and completeness. Ensure that payments and invoices are sent and made in a timely manner and management is notified regarding rates and budget related issues. This position will be a resource for administrative and billing related questions from Tribal Members and outside agencies such as King County, the City of Auburn and Waste Management. Major Tasks And Responsibilities

Performs daily, monthly and annual utilities accounting tasks related to water billings, King County sewer service billings, King County sewer connection charges, Waste Management solid waste billings and other related Tribal utilities accounting for the Tribal government and residents within the Utilities District. Performs customer account updates and account reconciliations with outside agencies such as King County, City of Auburn and private entities such as Waste Management and Northwest Cascade Sanitation Service. Coordinates with Housing and Construction departments to set-up utilities accounts and payments on new home constructions. Oversees the applications and income eligibilities program for all Tribal Members who are the beneficiaries of any or all of the Tribal programs conducted by Muckleshoot Utility District (MUD) and Public Works. Prepares purchase requisitions (PR)/purchase orders (PO) for all the utilities payments on a regular basis. Coordinates with Finance, Housing, Construction, and Grants programs to ensure timely and accurate payments are made. Provides supervision, work direction, training, coaching, and guidance to assigned staff. Responsible for Indian Health Services contracts with the Tribe, including the processing the Memorandum of Agreements, Tribal Section-II process and related document maintenance. Oversee the management and organization of the Public Works Contract Service Agreements. Because of the Tribe's commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities. Education - Experience And Training For Position
Required: Associate's degree in business related field or equivalent experience. Two (2) years of office accounting and supervisory experience. Specific Skills/Knowledge/Abilities Required For Position
Skilled In: Operating a personal computer and applicable software. Knowledge of: Modern office practices, procedures and equipment. Principles and practices of supervision and training. Modern billing and collection procedures. Ability to: Analyze situations accurately and adopt an effective course of action. Revise and adopt work procedures and record-keeping systems. Meet deadlines. Establish and maintain effective and cooperative working relationships with others. Communicate effectively, both orally and in writing. Maintain a file system with records and prepare reports. Physical Requirements
