Agency Overview The Public Utilities Commission of Ohio (PUCO) regulates providers of electric, natural gas, telephone, water and wastewater services and ensures safe, reliable utility services. PUCO also promotes competition among utility providers.

PUCO employs engineers, economists, attorneys, and safety inspectors to monitor and enforce utility regulations.

About the Department The Service Monitoring & Enforcement Department’s (SMED) mission is to enforce consumer safeguards, resolve consumer complaints, and ensure Ohio utility consumers receive safe and reliable services. SMED is organized into three divisions, including the Facility Operations Field Division (FOFD).

The FOFD staff inspects utility facilities and reviews operating practices to ensure compliance with safety regulations.

Responsibilities As a Gas Pipeline Safety Compliance Investigator, you will:

Schedule, coordinate, and conduct independent field audits and inspections of gas utilities.

Review company plans, procedures, and construction, operations, and maintenance records.

Observe gas company employees and contractors in the field.

Inspect pipeline facilities.

Investigate natural gas related incidents and complaints.

Apply federal and state pipeline safety regulations to evaluate compliance.

Travel within North Central Ohio and occasionally to other parts of the state; travel to Columbus for meetings; complete training at PHMSA’s facility in Oklahoma City during the first three years.

Maintain usage of a state-assigned vehicle for state travel.

Qualifications

5 years of experience in construction and operation of natural gas pipeline systems; or 1 course/3‑month training in general management with related experience; or 3‑month training/experience in public relations; valid driver’s license.

5 years of experience as a gas pipeline safety inspector with completion of seven basic gas pipeline safety courses from the Transportation Safety Institute; valid driver’s license.

Undergraduate core program in mechanical, electrical, or civil engineering with a valid driver’s license.

Undergraduate core program in mechanical, electrical, or civil engineering technology with 3 years of experience in gas pipeline construction/operation and completion of seven transportation safety institute courses; valid driver’s license.

Undergraduate core program in mechanical, electrical, or civil engineering technology with 3 years as a gas pipeline safety inspector, completion of seven basic gas pipeline safety courses, and a valid driver’s license.

Equivalent qualifications meeting the minimum class qualifications for employment listed above.
