Position Overview The Program Manager – FTZ Implementation will spearhead the creation and launch of Ichor’s new Foreign‑Trade Zone (FTZ) in Austin, TX, driving the project from concept to full activation. You’ll lead the entire implementation journey—owning the FTZ application process, partnering closely with our FTZ implementation experts and local CBP officials, deploying the selected ICRS platform, and integrating all FTZ capabilities with our enterprise systems, including Oracle Fusion Cloud. Once the zone is activated, you’ll step into the FTZ Administrator role, taking charge of compliance, day‑to‑day zone operations, reporting, and ongoing optimization. This is a high‑impact role for someone who’s energized by building, coordinating, and delivering critical operational infrastructure.

What You’ll Do
Serve as the primary project lead for FTZ setup and activation
Coordinate all activities related to FTZ application submission, documentation, and site approval
Evaluate and select the Inventory Control and Recordkeeping System (ICRS); ensure integration with Oracle Fusion Cloud
Manage project timeline, budget, deliverables, and internal resource allocation
Liaise with consultants, zone grantee, CBP, and internal stakeholders
Develop and document FTZ operating procedures, training materials, and internal controls
Oversee daily FTZ operations and ensure compliance with 19 CFR Part 146
Manage admission filings, inventory reconciliation, weekly entries, and CBP reporting
Conduct periodic audits, maintain SOPs, and manage corrective actions
Support trade compliance reporting, duty savings analysis, and system enhancements
Serve as company liaison to CBP, auditors, and other regulatory bodies
What You’ll Bring
Bachelor’s degree in supply chain, Business, International Trade, or related field
Certified Zone Specialist (CZS) required; FTZ Administrator Certification or similar preferred
5–7 years of experience in trade compliance, supply chain, and semiconductor manufacturing operations
Core Competencies
Experience implementing and managing an FTZ program
Proficiency with Oracle Fusion Cloud (Inventory, SCM, Trade modules), FTZ ICRS solutions, and Microsoft Office 365 tools
Project management certification or equivalent experience
Strong analytical, documentation, and communication skills
Ability to work collaboratively across global, cross‑functional teams
