Heavy Civil Construction Estimator with a strong business development / sales mindset.
This role blends hands‑on estimating for heavy civil and industrial projects with client‑facing responsibilities, including relationship‑building, opportunity tracking, and proposal support.
Ideal for someone who enjoys owning both the numbers and the relationships—tracking bid calendars, walking projects, building scopes, and helping shape winning proposals.
What You’ll Do:
Review plans, specifications, addenda, and bid documents for public and private infrastructure projects
Perform detailed quantity takeoffs for:
Mass earthwork and grading
Underground utilities (water, sewer, storm, process piping)
Drainage and flood control structures
Concrete structures, flatwork, and paving
Develop full cost estimates including labor, equipment, materials, subcontractors, and indirect costs
Solicit, scope, and level subcontractor and supplier quotes; identify scope gaps and clarifications
Prepare bid summaries, cost breakdowns, and internal review packages
Draft proposal documents including assumptions, schedule concepts, and value options
Maintain and improve historical cost data, production rates, and crew templates
Business Development & Client Relationships
Monitor bid calendars and procurement platforms for relevant opportunities
Build and maintain relationships with:
Municipal and county agencies
Federal owners and representatives
Industrial and mining clients
Engineers, CM firms, and key partners
Attend pre-bid meetings, site walks, and industry events
Support opportunity qualification and pursuit strategy development
Provide conceptual and budget estimates for early project planning
Follow up on bids to gather feedback and improve future pursuits
Internal Collaboration & Continuous Improvement
Partner with estimating, project management, and field teams to align estimates with real-world execution
Participate in turnover meetings to communicate assumptions, risks, and scope detailsTrack bid results and performance vs. estimate to refine pricing and strategies
Help improve estimating tools, templates, and standard processes
Qualifications:
Required
Estimating experience with a heavy civil contractor
Experience with earthwork, utilities, flood control, industrial/mining civil, or roadwork
Proficiency in HCSS HeavyBid (or similar) and Excel
Strong understanding of civil plans, specs, and bid requirementsAbility to manage multiple bids under tight deadlines
Strong written and verbal communication skills
Preferred
Client-facing experience (preconstruction, BD, PM, etc.)
Familiarity with Southwest public agency bid processes
