Summary We are looking for an individual to join our Finance Team. This position is responsible for the procurement of supplies, services, and equipment throughout our region. If you have a keen eye for detail and the ability to find the best deals using Navy procurement processes, we are looking for you. Training is available.

Duties

Executes purchases unique to NDW N9, obligating non-appropriated funds on behalf of the Department of the Navy within set thresholds.

Reviews and analyzes purchase requests, ensuring completeness, adequacy, accuracy, and regulatory compliance.

Determines the best procurement method (purchase order, delivery order, blanket purchase agreement, or purchase card) and the extent of competition.

Conducts business evaluations before purchase, assessing quotes for responsiveness and price reasonableness.

Performs post‑award administration until delivery and payment are complete, including liaising with vendors and negotiating adjustments.

Maintains liaison between N9 personnel and vendors to explain policies, clarify requirements, and develop adequate sources of procurement.

Maintains the NAF contracting warrant up to the small purchase threshold and manages the NAF Purchase Card.

Requirements

Salary shall be sent to a financial institution by Direct Deposit/Electronic Funds Transfer.

Must successfully pass the E‑Verify employment verification check.

Must prepare and submit an annual personal financial statement.

Position requires eligibility for a secret clearance.

Qualifications

Knowledge of solicitations and purchasing methods (oral and written solicitations, calls against Blanket Purchase Agreements, delivery orders, priced purchase orders).

Knowledge of basic price evaluation techniques to assess price reasonableness and compare price, discounts, and transportation costs.

Knowledge of statutes, regulations and procedures for undefined or unprecedented procurement functions.

Knowledge of assigned commodities or services and industry to identify sources of supply and product characteristics.

Knowledge of post‑award procedures to resolve deliverables, price or quantity differences, or prepare modifications or cancellations.

Knowledge of Microsoft Office products and automated systems.

Ability to communicate effectively orally and in writing.
