Job Summary The Executive Director of Procurement and Operations provides strategic leadership and oversight for collegewide purchasing, procurement, fleet operations, and facilities management functions. This position ensures compliance with applicable laws, Board policies, and best practices while supporting the operational and strategic needs of North Central Texas College. The Director oversees procurement activities, fleet operations, and facilities services; serves as a liaison for major building and remodel projects; manages departmental budgets; and provides recommendations to the Vice Chancellor of Fiscal Affairs to support informed decision-making and effective stewardship of college resources.
Responsibilities
Leads and implements purchasing strategies and procedures.
Reviews purchase requisitions for accuracy and compliance.
Prepares specifications, bids, and RFPs in accordance with Texas law.
Evaluates vendor submissions and makes award recommendations.
Oversees office supplies, furniture, equipment, and Amazon procurement.
Manages asset tagging, audits, and surplus property disposal.
Facilitates purchasing for facility-related repairs, maintenance, and remodel work.
Oversees fleet management contracts and ensures fleet maintenance and availability.
Oversees Facilities department operations including maintenance, HVAC, plumbing, grounds, and minor renovations.
Obtains bids and approvals as required by Board policy.
Provides recommendations and updates to the Vice Chancellor of Fiscal Affairs.
Develops and manages budgets for Purchasing, Fleet, and Facilities.
Monitors expenditures and provides financial reports.
Supervises Purchasing, Facilities, Central Receiving, and Mailroom staff.
Assigns work, evaluates performance, and provides training.
Other duties as assigned.
Responsibilities and duties may change based on the needs of the department and the institution.
Required Education
Bachelor’s degree required.
Certified Texas Procurement Manager (CTPM) or Certified Texas Contract Manager (CTCM) or ability to obtain within a year preferred.
Required Skills & Abilities
Knowledge of Texas purchasing laws, regulations, and public procurement best practices.
Knowledge of contract development, analysis, and oversight.
Proficiency with procurement software; experience with Jenzabar EX preferred.
Strong analytical and decision‑making skills.
Ability to develop and implement policies, procedures, and system improvements.
Excellent communication, customer service, and vendor‑relation skills.
Ability to supervise teams and coordinate cross‑departmental work.
Physical Demands
Work is primarily sedentary but may include moderate physical activity such as moving supplies or equipment. Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
Occasional exposure to warehouse environments, deliveries, or outdoor conditions.
Required Experience
Five (5) years of purchasing experience, preferably in higher education or a public sector environment.
Three to five (3-5) years if facilities or maintenance oversight experience.
Three (1-3) years of supervisory experience.
