FY26, Grade 12NU $75.19 - $79.77 per hour for steps 1-3 (salary range exceeds hiring range)

General Summary The purpose of this position is to perform complex, supervisory, administrative, and professional work in planning, organizing, directing, and supervising all aspects of Town and School buildings and facilities maintenance. The Director provides boards/commissions and operating departments with professional advice and assists with other projects requiring technical expertise; and all other related work as required.

Essential Job Functions

Plans, organizes, staffs, directs, coordinates, and budgets the School Buildings and Grounds Department and the Municipal Facilities Department, including building, facility, and grounds maintenance and management for Town and School facilities.

Provides for the cleaning, repair, maintenance, renovation, and replacement of buildings, grounds, and equipment; manages work request/work order systems; prepares specifications; inspects contract work; and implements preventative maintenance programs.

Oversees department objectives, plans, goals, and strategic initiatives; develops, recommends, implements, and evaluates major plans and policies affecting schools, the community, and the public.

Develops, manages, and monitors operating budgets; establishes long-range priorities; and develops and defends the five-year capital improvement plan for municipal and school buildings.

Works with the Permanent Building Committee to oversee major construction and renovation projects; assists with contractor and architect selection; monitors timelines and budgets; and presents projects to regulatory boards and committees.

Develops and implements tracking, cost accounting, and reporting systems; prioritizes projects and monitors progress.

Prepares specifications for services, materials, supplies, and equipment; coordinates private contractors; establishes Town-wide contracts to achieve cost savings; and reviews equipment inventory.

Collaborates with Town and School leadership to support Town-wide plans, facility coordination, IT and security upgrades, and energy- and cost-saving measures.

Supervises Buildings and Grounds, custodial, and Facilities Department staff, including hiring, training, evaluation, discipline, and collective bargaining in accordance with Town policies and labor agreements.

Serves as the Town’s ADA Officer for facility and infrastructure compliance and performs similar or related work as required.

Skills, Knowledge, & Abilities

Proficiency with computer, standard office equipment, and tools and equipment used in facilities and maintenance work.

Knowledge of laws, rules, and regulations relating to facilities projects, facilities financing and administration, and local, state, and federal laws governing municipal infrastructure.

Skill in developing long-term plans and programs; employee supervision; and financial management, including budget development and management.

Ability to plan, assign, and supervise construction and maintenance operations; develop and implement a town-wide capital plan strategy; analyze and utilize data; recognize town-wide priorities; and work cooperatively with school and municipal administrative teams.

Ability to establish and maintain effective working relationships; communicate effectively; and exercise diplomacy and judgment.

Bachelor’s degree in Architectural/Engineering or Facilities Management. Master’s Degree in a related field preferred.

Seven to ten (7-10) years of progressively responsible experience; or any equivalent combination of education and experience.

Valid Massachusetts motor vehicle operator’s license and insured personal vehicle, preferred

Massachusetts state license as a Professional Engineer, preferred

MCPPO purchasing and public bidding certificate preferred

Physical Requirements

Ability to access all areas of construction sites and buildings; walk or stand for extended periods; climb, balance, stoop, kneel, crouch, crawl, and enter/exit vehicles.

Ability to lift and/or move objects up to 30 pounds occasionally and up to 100 pounds seldom.

Correctable vision and hearing, including the ability to read documents, maps, and blueprints and perform visual inspections of work sites.
