the Economic Self Sufficiency (ESS) Program

Under the ESS Program,
the Office of Public Benefits Integrity (OPBI)
is responsible for investigating public assistance fraud or misuse regarding the SNAP (Food Assistance), D‑SNAP (Disaster Food Assistance), TANF (Cash Assistance), and Medicaid programs by individuals or merchants.

The selected candidate will be required to work at the Tallahassee, FL (2415 N Monroe St, Tallahassee, FL 32303) HQ office.
This position is a statewide vacancy and the position’s location will be determined by the selected candidate’s location.
Some travel may be required.
This is a full‑time position working 40 hours per week.
Business hours are 8:00 am – 5:00 pm EST, Monday – Friday.
The incumbent is a member of the DCF D‑SNAP Disaster Response team and, in that capacity, may be required on short notice to perform duties and travel in support of disaster relief. During such events, incumbent may be required to work more than 8 hours per day.
Minimum Qualifications
Must be a current Florida Department of Children and Families employee.
Must live in or around Tallahassee, FL.
Preference Will Be Given To
Candidates who are fluent in Spanish or Creole.
Candidates who have DCF Benefit Recovery experience.
Candidates who have ESS eligibility experience and policy knowledge.
Position Description This is a professional position in the Treasury Offset Program. It is classified as a Career Service position, working 40 hours per week, Monday through Friday 8:00 am to 5:00 pm.
The incumbent will ensure the job duties and responsibilities are completed in a timely manner and with a high accuracy rate. It is important for the applicant to display a professional attitude and strong work ethic.
Duties include assisting in fraud investigations and providing support in the recovery of funds lost due to waste, fraud, or abuse.
Incumbent is qualified to have specified personal information exempt from public record inspection per Florida Statute.
Incumbent is a member of the DCF D‑SNAP Disaster Response team and, in that capacity, may be required on short notice to perform duties and travel in support of disaster relief. During such events, incumbent may be required to work more than 8 hours a day.
Job Duties and Responsibilities This professional position in the Benefit Recovery (BR) Program of the Office of Public Benefits Integrity (OPBI) located within the Economic Self Sufficiency (ESS) Program requires detailed knowledge of the Treasury Offset Program and must maintain a comprehensive and up‑to‑date working knowledge of TOP policies and procedures. The individual will be required to request and test programming changes to all related systems to run the TOP program.
Assigned duties include, but are not limited to the following:
Handles all TOP‑related phone calls, correspondence, and inquiries from both internal and external clients.
Coordinates all requests and processing of TOP refunds within required time frames.
Completes all TOP State/Federal reviews within time frames.
Completes all required daily, weekly, monthly, and quarterly TOP reports within required time frames.
Reconciles the TOP balances in all related systems.
Acts as a TOP liaison with the different regions, other states, and federal agencies.
Attends TOP meetings as a representative of the State of Florida as needed.
Performs other related duties as assigned.

Knowledge of the methods of data collection and analysis; basic management principles and practices.
Ability to collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document workflow and other activities related to the improvement of management practices.
Organize data into logical format for presentation in reports, documents, and other written materials.
Conduct fact‑solving techniques.
Plan, organize, and coordinate work assignments.
Establish and maintain effective working relationships with others.
