Senior Financial Management Specialist
to contribute to the success of our upcoming Program Management, Cyber Support, and Financial Management Services project for an onsite role based out of the Washington DC Metro Area.
The
Senior Financial Management Specialist
will play a crucial role in providing:
Financial management for aviation acquisition programs valued at approximately $1 billion annually
Acquisition Performance Management System (APMS) monitoring and reporting
Coast Guard financial systems integration (WINS, FPD, APMS)
Budget execution analysis and forecasting for aviation programs
Support Office of Coordination, Programming and Accountability (CG-CPA) established 2025
Financial analysis supporting Force Design 2028 aviation initiatives
Cost-benefit analysis and trend forecasting for aviation acquisitions
Support Congressional budget drills and financial Q&A
Program Life Cycle Cost Estimate (PLCCE) support
The
Senior Financial Management Specialist
provides comprehensive financial management support for Coast Guard aviation acquisition programs. Monitors and analyzes acquisition financial data via APMS, ensures proper accounting alignment for aviation project capitalization, and prepares financial reports for leadership and senior Coast Guard officials. Supports budget execution, cost analysis, and financial forecasting for aviation programs. Interfaces with CG-CPA on budget coordination and programming matters. Prepares financial inputs for Congressional materials, Monthly Program Risk reports, and senior leadership decision briefs.
Responsibilities include, but will not be limited to:
Monitor all CG‑931 accounts via APMS for proper financial tracking
Ensure accounting alignment for aviation project capitalization requirements
Record, classify, and summarize financial transactions per GAAP standards
Analyze acquisition financial data for cost benefits, performance, and trends
Prepare weekly APMS financial reports for CG‑931 leadership binders
Provide financial inputs to Monthly Program Risk (MPR) reports
Support budget execution analysis and forecasting
Prepare financial documentation for Congressional Q&A and budget drills
Interface with CG‑CPA on programming and budget coordination
Support Program Life Cycle Cost Estimate (PLCCE) development
Track and report on budget execution across aviation programs
Analyze financial impacts of Force Design 2028 initiatives
Prepare cost-benefit analyses for acquisition decisions
Monitor financial performance metrics and identify variances
Support Investment Review Board financial presentations
Required Experience or Knowledge of the following technologies/functions:
Minimum 8 years acquisition financial management experience in DoD or DHS environments
Minimum 5 years experience with Coast Guard or DoD financial systems
Experience with USCG Acquisition Performance Management System (APMS) highly preferred
Skills Required:
USCG Acquisition Performance Management System (APMS) expertise
Coast Guard financial systems (WINS, FPD) knowledge
Generally Accepted Accounting Principles (GAAP)
Federal acquisition financial regulations and policies
Budget formulation and execution
Cost benefit analysis and financial modeling
Trend forecasting and variance analysis
