3M’s Services LLC is seeking an experienced Program Director with strong Intellectual and Developmental Disabilities (IDD) and Mental Health (MH) experience to lead all clinical operations for the West Virginia office. This role provides direct leadership to the QP team, ensures regulatory compliance, and serves as the final clinical authority for all documentation submitted to Managed Care Organizations (MCOs) and State agencies.
This is an in-office, part-time leadership position (15–20 hours per week) with a planned transition to full-time in Summer 2026.
Key Responsibilities Clinical Leadership & Program Oversight
Serve as the Program Director and clinical lead for the WV office.
Provide direct supervision, mentorship, and leadership to QP staff and clinical team members.
Oversee all clinical operations, ensuring services are person-centered, compliant, and audit-ready.
Assign and monitor caseloads, ensuring compliance with service timelines and staffing requirements.
Serve as the primary clinical escalation point for complex or high-risk cases.
Final Documentation Review & Regulatory Submissions Review, approve, and provide final sign-off on all clinical documentation prior to submission to MCOs and State agencies.
Ensure all external submissions are complete, accurate, timely, and compliant with:
WV Medicaid requirements
HCBS waiver standards
MCO policies and procedures
ul> Act as the final clinical authority for:
Behavior plans and IRIS plans
Enhanced rate requests
Incident reports and corrective actions
Coordinate and respond to MCO or State requests for clarification, corrections, or additional documentation.
Compliance & Quality Assurance Conduct routine audits of:
Clinical records and client files
ISP data and case notes
Incident reports and follow-ups
Behavior documentation
Identify compliance risks and implement corrective action plans.
Monitor regulatory updates and ensure ongoing adherence to state and federal requirements.
Documentation & Systems Management
Oversee clinical documentation in
Therap
and internal systems.
Ensure documentation supports billing, authorization, and audit readiness.
Maintain and update clinical SOPs and documentation workflows as needed.
Collaborate with intake, billing, and operations teams to ensure clean service starts and continuity of care.
Staff Development & Training
Lead clinical onboarding and training for QPs and clinical staff.
Provide ongoing coaching, performance feedback, and corrective guidance.
Promote professional development and continuous quality improvement.
Family, Guardian & Stakeholder Engagement
Serve as a clinical liaison with families, guardians, and stakeholders.
Support service planning, care coordination, and resolution of clinical concerns.
Administrative & Operational Support
Review Medication Administration Records (MARs).
Participate in leadership meetings and strategic planning.
Support audit preparation, licensing reviews, and regulatory surveys.
Required Qualifications
Must meet Qualified Professional (QP) requirements under WV Medicaid (NC eligibility a plus).
Master’s degree in Human Services, Social Work, Psychology, or a related field.
3–5+ years of experience in IDD and/or Mental Health services.
Demonstrated experience leading clinical teams or programs.
Strong knowledge of HCBS services, ISP development, Medicaid documentation, and compliance.
Proficiency in Therap and electronic documentation systems.
Strong leadership, organizational, and decision-making skills.
Work Environment & Schedule
In-office position (remote work not available).
15–20 hours per week initially.
Planned transition to full-time Program Director role in Summer 2026.
Occasional local travel as needed.
