SUPERVISOR Assistant Superintendent or designee.

SUMMARY Under the supervision of the Assistant Superintendent of Special Populations, provide vision, management, and leadership for the district’s early childhood education (ECE) department through direct supervision and motivation of ECE personnel. Establish an environment that fosters achievement, is humanistic and encouraging, and fosters collaborative relationships within ECE, with district departments, and outside agencies. Interpret and administer all local, state, and federal statutes, rules, and policies pertaining to early childhood education programs. Manage the day-to-day operations of the ECE program, including fiscal management, conducting program evaluations, making data-driven decisions, selecting staff, overseeing the evaluation process for all staff, and placing the needs and welfare of students above all else. Serve as a member of the Administration Council (AdCo).

DUTIES AND RESPONSIBILITIES The following tasks describe the basic functions of the job. The following frequencies and percentage of time spent are approximations only.

Provide vision and leadership to support student achievement and effective services by identifying best practices, developing and implementing strategic improvement plans, determining professional development areas, supporting student achievement plans, and interfacing ECE programs with district goals and initiatives. [Daily, 15%]

Implement, monitor, and evaluate the district special education early childhood education program for students birth to kindergarten age, assuring the implementation of a service delivery model that is high quality, inclusive and is in accordance with the legal requirements of the Individuals with Disabilities Education Act (IDEA). [Daily, 15%]

Provide administrative support to school administrators, special educators, general educators, and school teams in the areas of curriculum development, social/emotional instruction, play-based preschool environment, culturally responsive instructional methods, trauma informed practices, research based instructional practices, data collection, current case law, multi-teared system of support (MTSS), and strategies to eliminate the disproportionality of race in achievement, while adhering to district, local, state, and federal regulations. [Daily, 15%]

Implement, monitor, and evaluate the district Early Childhood Colorado Preschool Program (CPP) assuring it is high quality, fiscally responsible, and operate in accordance with the regulations defined by the State of Colorado. [Daily, 10%]

Implement, monitor, and evaluate the district Early Childhood tuition educational program assuring it is high quality and operating in a fiscally responsible manner. [Daily, 5%]

Responsible for meeting the year round legal requirements in Individuals with Disabilities Education Act (IDEA) of Child Find. Ensuring the timely evaluation of children from birth to kindergarten age who may have a developmental delay or disability and based on the outcome develop individual plans for special education or related services for the child. [Daily, 5%]

Manage human resources including recruiting, hiring, training, retaining, and evaluating certified and classified personnel for all of the Early Childhood Department for the purpose of providing services with fiscal efficiency and meeting federal, state, local, and district legal requirements. Ensure compliance with administrative procedures and negotiated agreements. [Weekly, 5%]

Manage resources from multiple federal, state, and district funding sources. Prepare budgets, allocate spending, distribute staffing, and effectively monitor expenditures and balances for the purpose of providing fiscally responsible legally required services. [Monthly, 5%]

Write and prepare documentation and reports complying with federal and state regulations to the Colorado Department of Education (CDE), the Board of Education, and District/School leaders. [Quarterly, 5%]

Develop proposals, new programs, budgets and grants for the purpose of meeting the District’s Strategic Plan and goals. Build the capacity of building leaders to design and implement a plan of improvement. [Quarterly, 5%]

Implement marketing and outreach activities with the purpose of generating enrollment. Develop strategies to address any gap in enrollment. Keep abreast of community services and resources and develop partnerships with parents/guardians, businesses/organizations, and other agencies in order to build awareness, develop support, and share resources. [Quarterly, 5%]

Maintain strict health and safety licensing regulations as defined by Colorado Office of Early Childhood, Department of Human Services. Develop plans for the physical and psychological safety of all staff and students. [Annual, 5%]

Perform other related duties as assigned or requested. [Daily, 5%]

MINIMUM QUALIFICATIONS

Master’s degree with emphasis in early childhood, curriculum, leadership or administration.

Demonstrated successful experience as a school principal or Director of ECE.

Demonstrated successful experience working with multiple stakeholders.

Demonstrated effective leadership attributes: clear communication, extensive collaboration, integrity, optimism and energy.

Demonstrated success creating systems and norms that demand physical and psychological safety for all.

Criminal background check and fingerprinting required for hire.

REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS All certifications, licenses, and registrations must be valid and unexpired.

Colorado Administrator/Principal license.

Colorado driver’s license.

PREFERRED QUALIFICATIONS

Experience in an early childhood education leadership role.

Experience working directly with people from diverse racial, ethnic, and socioeconomic backgrounds.

Racially conscious and culturally competent with the skill, will, capacity, and knowledge to commit to a culture of continuous improvement.

Knowledge of organizational systems, the role of public education in the United States, racial equity, social justice, culturally relevant instruction/practices, and special education laws and practices.

Conflict resolution and mediation expertise.

Decision making proficiencies.
