DEFINITION The Emergency Management Director is responsible for planning, directing and overseeing the activities and operation of all Emergency Management aspects for the City, to include the Emergency Operations Center, disaster planning and preparation, community education, emergency dispatch and disaster warning notifications; and to provide highly responsible and complex administrative support to the City Manager. This is accomplished by the use of independent judgment. This work relates to the employer’s management of operations. The employee is expected to adhere to all City of Ponca City Policies, City Guidelines and SOP’s and act as a role model in their application.

SUPERVISION RECEIVED AND EXERCISED Receives day-to-day administrative direction from the Police Chief or designee; receives administration direction from the City Manager during emergency/disaster situations.

ESSENTIAL FUNCTION STATEMENTS — Essential responsibilities and duties may include, but are not limited to, the following:

ESSENTIAL FUNCTIONS

Coordinates, oversees, and directs the planning, organization, control and implementation of local emergency management activities. Such activities may include but shall not be limited to the development of a severe storm spotters’ network, designed to provide advanced/early warning of impending severe weather threats to the community.

Coordinates with community officials and with the Oklahoma Department of Civil Emergency Management as necessary to ensure the effective administration of the emergency management program.

Manages, operates, and maintains the Emergency Operations Center (EOC) and trains City officials on EOC operations specifically for the purpose of educating each of their responsibilities during emergency and/or disaster operations.

Establishes and maintains agency policies and communication procedures for all jurisdictional employees and volunteers.

Coordinates, develops, and implements the Emergency Operations Plan (EOP) for this jurisdiction. Updates the EOP at least annually.

Prepares and distributes disaster preparedness material to the citizens, for the purpose of educating the community in how they may prepare for and protect themselves from the consequences of disasters. Conducts public presentations at schools, special events, civic organizations, etc. to benefit the public’s safety and enhance community awareness.

Coordinates with all educational facilities to ensure adequate disaster (tornado, thunderstorm, etc.) alerting, warnings, and in-place sheltering procedures are developed, implemented and exercised.

Is responsible to investigate and submit grants and proposals on behalf of the City of Ponca City.

Must have acceptable attendance and the ability to work well with people.

Perform other related duties as assigned.

MARGINAL FUNCTIONS

Attend county, OEMA, LEPC, and other state emergency management meetings.

Assist in development of department budget.

Process purchase orders as required.

QUALIFICATIONS Knowledge of

Organizational and management practices as applied to the coordination and implementation of emergency management and safety programs.

Principles and practices of emergency response.

Emergency management equipment including alarm systems and communications equipment.

Functions and operations of media and public relations as they relate to emergency management.

Pertinent federal, state and local laws, codes and regulations.

Ability to

Implement a comprehensive emergency management program.

Must be able to work long and/or flexible hours, especially during an emergency.

Communicate clearly and concisely, both orally and in writing.

Develop and implement emergency management and safety training programs.

Identify and respond to public issues and concerns.

Read and keep updated on laws, rules and regulations pertaining to EOC, PEOSH and OSHA.

Experience and Training Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience Five Years of increasingly responsible experience in emergency management or communications, including two years of administrative and supervisory responsibility.

Training High School Diploma or GED, supplemented by additional training in emergency management, communications and safety.
