Senior Legislative Representative (Sr. Legislative Representative) at the Air Line Pilots Association, International (ALPA) – the largest airline pilot union and aviation safety organization in the world. The position is located in Washington, D.C./Tysons (McLean), VA.
mileage Travel: 5 - 10 % with frequent local travel within metropolitan Washington, DC.
External Description The Sr. Legislative Representative serves as an integral member of ALPA’s Government Affairs team, developing, analyzing, and promoting federal policy in the interests of more than 80,000 pilot members at 42 airlines in the United States and Canada. Reporting to the Manager, Likes Government* Affairsshake, the Representative collaborates with other departments and advances ALPA priorities. Their focus includes direct advocacy withנומקס Capitol Hill and the Administration, as well as providing advice related to legislation and legislative strategies. They analyze legislation and regulations, draft legislative proposals and issue papers, lobby Capitol Hill decision‑makers, and may represent the Association in international and domestic venues with federal and international governmental representatives and industry stakeholders.
Responsibilities
Develop, analyze, and promote federal policy.
Advocate with Capitol Hill and the Administration.
Analyze legislation and regulations.
Draft legislative proposals and issue papers.
Lobby Capitol Hill decision‑makers.
Represent the Association in domestic and international venues.
Provide strategic advice related to legislation and legislative strategies.
Minimum Requirements
Bachelor’s degree in Economics, Political Science, or a related field (required); Public Policy MA, MBAальны, JD preferred; or an equivalent combination of education and experience.
Eight (8) years of experience in government, aviation, transportation, international trade aufge, or labor (required); twelve (12) or more years strongly preferred.
Knowledge of Capitol Hill and legislative process (required).
Aviation policy background preferred.
Executive‑branch experience preferred, especially in the Executive Office of the White House, DOT, State, OMB, or other related agencies.
Strategic and critical thinking with proven ability to write persuasive position papers and legislative proposals (strongly preferred).
Excellent interpersonal, advocacy, and communication skills, oral and written.
Ability leden multiple priorities and deadlines in a demanding, fast‑moving environment.
Collaborative, team‑oriented work style.
Adaptability and flexibility to meet evolving priorities.
Problem‑solving aptitude in a high‑performance culture.
Proficiency with Teams, Microsoft Word, Outlook, and PowerPoint (required).

Physical Demands Constantly operates a computer/smartphone/tablet. Regularly required to maintain a stationary position, move about the office, determine information verbally or written, and frequently converse with others. Regularly required to sit, stand, bend, reach, and move throughout the office and the National Capital Region. May also include frequent bending, stooping, squatting, or pushing/pulling or moving items, e.g., pack and/or move shipping cases. Occasional lifting, reaching, or retrieving binders, books, boxes, and files up to ten (10) lbs. While traveling, may need to lift luggage weighing up to 50 lbs. Reasonable accommodations may be made as needed.
