Job Description Located at the Winters-C building in Austin, the Identity & Access Management (IAM) IAMOnline Portal & Applications Provisioner position reports to the Manager, Identity & Access Management/Provisioning. This role is responsible for executing user management and access control for systems and applications, including user provisioning activities and support for the HHS IAMOnline portal, IBM Mainframe, and other HHS information systems, ensuring the maintenance of all necessary controls and documentation. The position troubleshoots problems for all entities (internal and external to HHS) accessing HHS systems, including software installation and operation, delivers technical direction and assistance for troubleshooting software problems related to access provisioning, formulates logical problem descriptions, and devises optimum solutions. Performs work independently with minimal supervision.

This position processes and analyzes large volumes of system access control information and requests. Requires comprehensive knowledge of the operation of multiple information systems and platforms supported by HHS IAM and resolves issues with computer configurations for numerous users, including external entities. Determines the computer software or hardware needed to set up or alter the system. Analyzes and evaluates existing information technology systems processes associated with software technology planning, development, implementation, system security, and interfaces.

The position provides agency IT security policy analysis and interpretation (including, but not limited to, state and federal legislation and requirements), as well as clarification and implementation of HHS IS Controls for HHS system users as related to user management, access control, user provisioning, and agency, state, and federal compliance. Assists in and implements information systems security administration.

This position is responsible for ensuring that users provisioned to access the confidential data from HHS are legitimate and that the appropriate levels of access are granted, as well as verifying that access to information systems is properly authorized by management, information owners, and/or business owners, as required by agency policy and state and federal statutes. Designs forms and writes instructions for their use. Analyzes and develops processes and documents used in the execution of enterprise-wide user management and access control functions and activities.

This position communicates daily with all users of HHS information systems at all levels of the organization, including external entities across the state. They also communicate with other technical staff and with vendor staff who support HHS information systems.

Provides analysis, policy interpretation, and enforcement of security access issues for HHS system users. Performs technical and administrative duties associated with granting access to HHS systems and other resources. Designs, modifies, and implements new or revised processes relating to user management and access control to improve workflow and efficiency. Serves as a liaison between HHS Identity & Access Management and provisioning staff in other divisions or agencies. May analyze, evaluate, and make recommendations concerning existing information technology and systems processes and the development of new procedures, standards, tools, and techniques. Routinely provides responses in IT and user audit activities.

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Validate, analyze, and provision access privileges to internal and external users of HHS IAMOnline and other HHS applications. Manage access requests and communicate with requestors on established access for HHS applications. Utilize technology solutions to manage and prioritize access requests for fulfillment. Maintain procedures and process manuals on access management responsibilities.

Respond to computer user access requests following HHS policy and procedures and troubleshoot user access problems in HHS IAMOnline and other applications across the HHS enterprise. Utilize technical skills and knowledge of HHS applications to address user issues related to access management.

Maintain current database entries and files on HHS user access, including verification of proper user access request authorization by management, information owner, and/or business owner, validation that all required security and privacy documents have been signed by user and received by HHS Identity & Access Management, and tracking, documenting, and provisioning all user access in automated identity management and other user management and access control systems.

Facilitate audit of application access per security standards and prepare reports for management.

Registrations, Licensure Requirements Or Certifications Valid Texas Driver’s License

Knowledge, Skills & Abilities

Experience in the HHS technology environment, HHS IAMOnline portal, and BMC Helix.

Knowledge of user management, access control, and user validation best practices.

Knowledge of agency rules, regulations, policies, procedures, processes, and compliance, especially HHS IS Controls and Texas Administrative Code (TAC) 202.

Knowledge of state and federal laws relating to user management, systems access control, and protected information.

Working knowledge of computer and network terminology.

Skill in using automated user management and access control systems and applications, including identity & access management systems, particularly HHS IAMOnline.

Skill in troubleshooting issues related to user management, access controls, and provisioning.

Strong problem‑solving abilities and resolution skills.

Extensive skill in the use and support of personal computers and network servers, including word processing, spreadsheet, and electronic mail programs, and in troubleshooting information systems.

Ability to establish and maintain effective working relationships, coordination, and communication with managers, co‑workers, vendor employees, as well as other state agencies and external entities.

Ability to organize and prioritize tasks; ability to make unplanned adjustments to priorities, tasks, processes, and/or procedures (either temporarily or permanently) when issues arise.

Ability to keep the immediate supervisor informed of pertinent information related to job responsibilities and communicate important issues among team members.

Ability to document and maintain accurate records/files.

Ability to implement administrative procedures and evaluate their effectiveness.

Initial Screening Criteria

Experience in IAMOnline and other identity & access management systems.

Experience in providing technical support for IAMOnline and other HHS IT resources.

Experience with BMC Helix support ticketing system.

Experience in the HHS technology environment.

Experience in various software programs including spreadsheets, TEAMS, and web applications.

Experience in diagnosing and resolving moderately complex hardware and software problems.
