The Office of Child Support Services (OCSS) primary mission is to ensure that non-custodial parents provide financial support for their children. Our services include locating absent parents, establishing parentage and support, collecting and distributing child support payments, and modifying and enforcing child support orders. Within the OCSS Division of Enforcement Operations, the Special Investigations Unit (SIU) is responsible for obtaining child support collections at the highest possible level. This is accomplished through various enforcement processes including suspension of drivers licenses, passport denial, property executions against any financial institutions, and garnishment of wages. Special Investigations is charged with locating absent parents and enforcing their existing support orders. The work of Special Investigations varies upon need but includes work on hard to enforce cases where the non-custodial parents child support obligations are not successfully enforced through the administrative process. These cases require individualized investigative efforts to discover and document the concealed income or assets, and to proceed with criminal or contempt proceedings for willful non-payment of child support. The Unit also handles special projects involving noncustodial parent barriers to payment, including history of incarceration, homelessness and other special populations. Under the general supervision of the Executive Director of Enforcement Operations, Administrative Director of Social Services, NM-II, with wide latitude for independent initiative, judgment, and action, the Administrative Director, M-I (Social Services) manages a team of supervisors on a wide range of matters including investigations, identification and preparation of non-paying cases for local or Federal prosecution, special projects to identify and obtain collections from difficult-to-collect child support obligors, performing investigations of a wide range of cases including those that are hard to enforce and may require criminal proceedings and noncustodial parents with barriers to payment. The manager is also responsible for planning and coordinating various special projects and initiatives to assist both custodial and noncustodial parents and to implement new child support enforcement strategies./ppThe Office of Child Support Services (OCSS) is looking to recruit an Executive Director of Enforcement Operations to function as an Administrative Director of Social Services, NM-II who will:/pulliProvide management oversight and direction for the day-to-day operations of a unit made up of four (4) Supervisor Is responsible for identifying, reviewing and investigating hard to enforce child support cases./liliCommunicate with high level representatives of the District Attorneys Offices, the U.S. Attorneys Offices and other law enforcement agencies./liliAct as OCSSs liaison to the State Attorney Generals Office, for prosecution of those individuals who provide false statements when applying for professional licenses./liliAbility to think and act creatively on hard to enforce child support cases where the noncustodial parent is evading child support and concealing assets./liliDevelop cases for referral for criminal prosecution against those high-profile individuals, who intentionally avoid paying their court ordered child support./liliPlan and coordinate various projects/initiatives and create project plans to identify and obtain collections from hard-to-collect child support obligors and to ensure payments and comply with all Federal, State and City mandates and regulations./liliKeep track of milestones and timelines for stakeholders and provide reports to the Executive Deputy Commissioner and her assignees./liliConduct unit staff meetings, facilitating and encouraging relevant discussion, keeping staff abreast of agency goals and changes./li/ulpHours: 9 am
