Main duties of the job Calderdale Council are lookingto recruit a dynamic and talented Consultant in Public Health/ Public HealthMedicine (registered as a Public Health Specialist with the General MedicalCouncil, General Dental Council or UK Public Health Register). As a Senior Officer working at Assistant Director level, thepostholder will play a key role in helping lead a hugely ambitious Council.
Determined toensure our work with communities is effective, we collaborate, innovate andadapt in a challenging environment to improve the health and wellbeing ofresidents. Central to this are our twokey strategic plans, the Wellbeing Strategy and the Inclusive EconomyStrategy. The post holder will join apublic health leadership team that is focussed on delivering the ambitions setout in both strategies and provides leadership across the system. As arelatively small local authority, you will have opportunities to take place-basedlead roles on programmes and will have direct access to Elected Members on aregular basis.

The Consultant in Public Health (Assistant Director) is a system leaderresponsible for protecting and improving the health and wellbeing of residentsand reducing inequalities in health outcomes. A Chief Officer of the Council,the postholder will be an adviser on health and wellbeing to elected members,officers and partners.The post will be responsible for public health programmes and services,including health improvement, health protection and healthcare publichealth. Day to day line managementaccountability will be to the Director of Public Health (DPH), although theConsultant in Public Health (Assistant Director) will work corporately acrossall functions of the Council to support the delivery of responsibilities. The post will have a particular focus onleadership of partnerships, strategies, programmes and services to protect andimprove the health of children and young people.The post holder will support the DPH and other colleagues to lead onimproving health and wellbeing; underpinned by the statutory public health dutyplaced on the Council. The post holder will have a portfolio ofresponsibilities and objectives of the Council and the Health & WellbeingBoard and will act as a change agent to enable delivery of improved healthoutcomes and reduced health inequalities.The post holder will work across organisations, influence budgets heldby partners across the borough and at a West Yorkshire level, as well aseffectively lead and advocate for change.They will hold direct managerial responsibility for staff, services andbudgets (in their portfolio) which directly contribute to these objectives.Thepost will provide leadership of corporate priorities and establish and manageeffective multi-agency relationships, to maximise health improvementopportunities and the reduction of inequalities in health outcomes amongstresidents. In line with legislation, inclusion in the GMC Full and Specialist Register with a license to practice/GDC Specialist List or inclusion in the UK Public Health Register (UKPHR) for Public Health Specialists at the point of application.
If included in the GMC Specialist Register/GDC Specialist List in a specialty other than public health medicine/dental public health, candidates must have equivalent training and/or appropriate experience of public health practice.
Public health specialty registrar applicants who are not yet on the GMC Specialist Register, UKPHR register or GDC Specialist List in dental public health must provide verifiable signed documentary evidence that they are within 6 months of gaining entry to a register at the date of interview.
If an applicant is UK trained in Public Health, they must ALSO be a holder of a Certificate of Completion of Training (CCT), or be within six months of award of CCT by date of interview. If an applicant is non-UK trained, they will be required to show evidence of equivalence to the UK CCT [see shortlisting notes below for additional guidance]
Applicants must meet minimum CPD requirements (i.e. be up to date) in accordance with Faculty of Public Health requirements or other recognised body.
