Southeastern Oklahoma State University’s department of Upward Bound invites applications for the position of Director Carter Love Upward Bound.

Salary $60,000

SUMMARY To serve the target area youth with limited access to resources by providing leadership and effective supervision of personnel, resources, and records in accordance with Southeast Oklahoma State University and the U. S. Department of Education guidelines in an efficient manner, ensuring timely completion of the Upward Bound program goals and objectives.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Supervise the selection and training of a qualified staff.

Implement Carter Love Upward Bound program goals and activities with the host institution’s administration and staff.

Plan and participate in publicizing the Carter Love Upward Bound program philosophies, goals, and services.

Supervise, monitor, and evaluate all project activities for 60+ participants.

Authorize, approve, and account for Carter Love Upward Bound program’s budgetary expenditures.

Maintain positive public relations with participants, all Upward Bound staff, target area secondary schools, agency personnel, and host institution personnel.

Establish and maintain a positive working relationship with all target area secondary schools, post secondary institutions, service agencies, education centers, and vocational/technical institutions.

Develop and maintain working relationships with area business and industry contacts.

Organize and implement a sequential plan of services, beginning with ninth grade and progressing to high school graduation and postsecondary education admission, enrollment, and graduation.

Supervise the organization, implementation, and coordination of campus trips, visits to business and industry, and other field activities to fulfill curriculum needs.

Supervise coordination of activities between participating secondary schools, counselors, and the host institution.

Secure funding to continue the Carter Love Upward Bound program through the competitive grant process. Activities related to this must be done outside of paid working hours.

Provide administrative oversight for maintaining data documenting accomplishments of the project’s objectives.

Complete all annual performance report components as required by the U. S. Department of Education.

Attend TRIO conferences and trainings at the local, state, regional and national levels.

Perform other duties outlined by the Executive Director of Upward Bound Programs and the VP of Student Affairs within the parameters of the U. S. Department of Education guidelines.

Employee works safely, attends safety training offered/required, and follows appropriate safety rules and regulations. In relation to level of NIMs training completed, participates in incident management preparation and performs incident duties as assigned.

MINIMUM EDUCATION, TRAINING, AND EXPERIENCE

Master’s degree in behavioral science, administration, education, or related field.

Must exhibit the understanding, desire, and ability to advocate for youth with limited resources and opportunities.

Must be able to relate to the host institution’s staff, target area administrators, and referral source personnel in a positive manner.

Demonstrate administrative and budgetary skill.

Professional ethics related to the position.

Must demonstrate strong oral and written communication and computer skills.

Must have valid driver’s license and dependable transportation.

Must be able to carry/lift books and supplies.

PREFERRED QUALIFICATIONS

Prior experience in the administration of a TRIO program.

Founded in 1909 as a teachers’ college, Southeast Oklahoma State University continues the strong tradition of producing outstanding educators for southeast Oklahoma and north Texas. Salary will be commensurate with qualifications and experience. The preferred start date is February 2, 2026. Review of applications will begin immediately and continue until filled.
