Definition

Under general direction, develops, organizes, and directs the divisional responsibility and administrative work of the Tulsa County Family Center for Juvenile Justice by performing the following duties.# # Job Description**All candidates conditionally offered transfer, promotion or initial hiring into a DOT/safety-sensitive position shall submit to testing for drugs and alcohol and test negative before performing any job functions that are safety-sensitive or require a CDL. External job applicants with a confirmed positive drug or alcohol test result shall be denied employment and shall be required to wait one year before applying for another position within Tulsa County.****\*SALARY RANGE FROM $77,859 TO $87,000 BASED ON EXPERIENCE\*****Essential Job Functions*** Responsible for the supervision of the divisional units.* Establish policies and procedures for the Tulsa County Juvenile Bureau (TCJB).* Assist in the implementation of the goals and objectives of the Bureau.* Coordinate with supervisors of the department units’ goals and objectives.* Assist in the preparation and monitoring of the budget; may act as receiving officer.* Assist in managing the physical plant.* Conduct performance evaluations of division supervisors.* Responsible for staff development and oversite of training.* Assist in compiling annual report and other required data sets; assist with public relations.* Responsible for all areas of the Bureau operations in the absence of the Director.* Responsible to trains and reviews the work of subordinates in TCJB.* Ensure all employees within the Court Services and Community Services Department of TCJB meet pre-service and in-service training requirements each year.* Conducts regular TCJB staff meetings to communicate and foster effective internal communication, provides training, planning, and other necessary activities* Oversee the development and/or revision of policies, procedures, and forms to provide for consistent workflow processes and the most efficient use of resources within TCJB.* May serve as a representative of the TCJB in a variety of activities designed to enhance community partnerships and operational practices.* Serve as the assistant advisor to TCJB Director assisting with high level decision making and managing employee relations including grievance and discipline.* Perform other duties as assigned.# # Additional Job Description**Qualifications**To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Ability to plan, organize, and control the work of others; to gain respect and cooperation of others; to reason analytically; to relate theoretical concepts to actual needs; to synthesize ideas; to interpret policies and make operational judgements; and to organize and present facts and opinions clearly and concisely.**Computer Skills**To perform this job successfully, an individual should have knowledge of Database software; Internet software; Spreadsheet software and Word Processing software.**Supervisory Responsibilities** Manages 5 subordinate supervisors who supervise a total of 35 employees in the Probation, Intake, Intensive Supervision Program, Social Service Programs and Escort/Transportation Services. Is responsible for the overall direction, coordination, and evaluation of these units. Also may supervises non-supervisory employees. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.**Education and/or Experience**Bachelor’s Degree from an accredited four-year college or university. Preferably, the applicant will have a major or minor in a social science related subject matter. Requirements include five (5) years related experience, plus three (3) of which shall have been at the Administrative or supervisory level. There shall be no substitution for the original three (3) years of administration or supervisory experience. Master degree preferred.**Language Skills**Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries of complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.**Mathematical Skills**Ability to work with mathematical concepts such as probability and statistical inference, andfundamentals of place and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.**Reasoning Ability**Ability to define problems, collect data, establish facts, and draw valid conclusions.
