Water Resources Director

The Town of Mooresville is seeking a seasoned Water Resources Director to plan, organize, and direct the operations, maintenance, repair, and construction of the Town's water, sewer, and stormwater systems. This leadership role oversees the production, distribution, and protection of the Town's water supply, as well as the collection and treatment of sewage and related utility operations. The Water Resources Director coordinates work across divisions, departments, and external agencies, ensuring compliance with all legal and regulatory requirements, including permits issued by the North Carolina Department of Environmental Quality (NCDEQ), the Environmental Protection Agency (EPA), the Safe Drinking Water Act, and the Clean Water Act. This position also manages capital and operating budgets, contracts, and spending plans, and makes rate-setting recommendations to the Town Manager and Board of Commissioners. In addition to overseeing complex capital projects, the Director conducts long-range master planning for facilities, system capacity, and regulatory compliance, while representing the Town in regional and state-level initiatives. This role exercises considerable judgment and initiative, maintains detailed records and reports, and ensures the effective productivity and development of all assigned personnel. General administrative direction is received from the Assistant Town Manager for Public Services and Operations.
