Property Appraiser I - Deeds, Splits and Mapping

Job Summary
The Property Appraiser I classifies and appraises real property and personal property for tax evaluation in Pima County. Two vacancies exist in the Deeds, Splits and Mapping division of the Assessor’s Office.
Salary and Range Pay Range: $23.94 – $33.52 per hour. Hiring Range: $23.94 – $28.73 per hour.
Essential Functions
Locate, measure, classify, and list personal or real properties.
Conduct site inspections and appraise mobile homes, personal and real property, and agricultural equipment; draft property drawings using CAD.
Transfer field notes to update property records; maintain databases, maps, spreadsheets, and tax tables.
Provide information about appraisal processes, classifications, exemptions, and ownership; update automated systems for classification, exemptions, and roll corrections.
Verify property sale information; review financial documents to validate taxable property; extract net operating income; respond to taxpayer petitions; determine exemptions and senior freeze eligibility.
Defend appraisals in legal forums; interpret laws, regulations, codes, and ordinances; review and analyze court decisions; prepare tax roll correction forms.
Perform property splits or consolidations; assign parcel numbers; validate ownership; analyze and process land transfer documents; code cadastral map elements.
Consult with accountants, business representatives, title companies, and real estate agencies on property details.
Coordinate with stakeholders for problematic splits and exemption requests.
Train and lead appraisal support staff; assist in reconciling complex data.
Review depreciation schedules, asset lists, financial statements, and departmental forms to verify taxable property and extract net operating income.
Analyze recorded land transfer documents; participate in field inspections for exemption requests or non‑profit classification changes.
Communicate technical information to taxpayers, title companies, real estate agencies, attorneys, surveyors, engineering firms, and other governmental agencies regarding splits, exemptions, ownership discrepancies, re‑parceling, and the appeal process.
Qualifications
Two years of experience in construction, land surveying, real estate sales, banking operations/accounting, or property appraisal. Acceptable construction experience includes estimating, obtaining permits, or reading blueprints. Acceptable real estate experience involves establishing value through comparable sales research, working with property/legal descriptions, or subdivision plat maps.
OR one year of experience as a Property Appraisal Aide, Appraisal Support Specialist, Title Examiner Specialist, or a related Pima County position, as determined by the department head.
Relevant college or university education may substitute for experience.
Any equivalent combination of experience, training, and education may be substituted, as determined by the department head.
Selection Procedure Pima County Human Resources reserves the right to admit to the selection process only candidates that meet the minimum qualifications. Candidates meeting the minimum qualifications may be further evaluated against advertised preferred qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments or testing may be required.
Supplemental Information Licenses and certificates: Within one year of hire, the employee must complete the Arizona Department of Revenue Level I Basic Certification courses. A valid Arizona driver’s license is required at time of application and appointment. The successful applicant will undergo a 39‑month DOT Motor Vehicle Record review. Failure to obtain or maintain the required licenses and certifications may result in termination.
Background checks: Candidates must complete a pre‑employment background investigation, including verification of work history, education, and criminal conviction history. A prior conviction will not automatically disqualify a candidate.
Physical requirements: The work requires lifting up to 25 pounds, standing, walking, sitting, speaking, hearing, using hands, reaching, and performing tasks such as stooping, kneeling, and carrying on uneven or rough surfaces. Additional requirements are position specific.
Working conditions: Site inspections may occur during inclement weather and extreme temperatures, including remote or construction sites. Protective equipment such as hard hats, vests, and boots must be worn. Travel and remote work may be required.
