Responsibilities

Works in partnership with clients, advising them how to use information management (IM) and/or information technology in order to meet their business objectives or overcome problems, work to improve the structure and efficiency of an organization's I&IT Systems including the use of Oracle Data Integrator and Informatica ETL tools.

Provides strategic guidance to organizations with regard to IM and Task-based IT technology, IT infrastructures and the enablement of major business processes through enhancements to IT.

Provides subject matter expertise during the procurement as well as providing highly expert technical assistance.

The resource will also support CSC release and infrastructure solutions support sustainment activities, urgent priorities, changing needs, or time-sensitive infrastructure upgrades, or other sustainment activities supporting any CSC platforms overseen by the Cluster where annual work is required.

When Knowledge Will Be Transferred

Knowledge transfer must be completed one week prior to the end of the project or one week prior to the consultant leaving the ministry.

What Knowledge Will Be Transferred

All deliverables, including design/supporting/release/training documents must be checked into designated version control repositories (for example, SharePoint). All final documents and working drafts related to project requirements or solution design must be stored on designated project repositories (for example, SharePoint site, HPQC, TFS, etc.)

Project manager and designated ministry staff must be regularly informed in writing (by email) of where documentation has been stored and must be provided a minimum of one walk-through of all documentation as part of the final knowledge transfer activities.

How Knowledge Will Be Transferred

Knowledge will be transferred through 1 on 1 sessions, emails, document updates and document review with theteam.

Requirements Experience and Skill Set Requirements

Must Haves

5+ years of senior-level experience in ETL design, development, optimization, and large-scale data migration using Informatica and SSIS

Strong expertise in data warehousing, data modeling, data mapping, data dictionaries, and ETL performance tuning

Advanced SQL and database skills across Oracle (10.x+), DB2, SQL Server, and PL/SQL, including RDBMS design and optimization

Proven experience debugging ETL pipelines and performing unit testing, system testing, and UAT in complex data environments

Hands‑on experience with PowerDesigner and hierarchical data model design

Demonstrated delivery of enterprise BI solutions using Cognos (v10+) and Microsoft Power BI

Hands‑on experience with Databricks, including Apache Spark, Delta Lake, and integration with Azure Fabric Data Factory

Proven ability to design and implement cloud‑based data solutions supporting modernization initiatives

Experience supporting production operations, defect management using HP ALM / HP Service Manager, and release activities

Strong collaboration skills working across business and IT teams, with experience in large public‑sector environments and familiarity with Ontario Digital Platform (ODP) standards

Skill Set Requirements

Technical Skills

Working knowledge of the entire Data Dictionary, data mapping.

Working knowledge of the Business Process Design Re-engineering for applications.

5+ years of demonstrated experience and skills using Oracle Data Integrator and/or Informatica ETL tools.

Experience enhancing performance of ETL code and SQL Queries.

Experience developing ETL routines using Informatica and/or SSIS in a data warehouse environment or large data migration.

Experience Designing Data warehouse components and ETL Scripts.

Experience using PowerDesigner to review data models, as well as make changes and generate DDL's.

5+ years of experience with Unix scripting.

Experience working with Oracle Databases (version 10.x or higher), DB2 Database, and with complex korn-shell scripts.

Experience in designing RDBMS SQL, DML and DDL (DB2 and Oracle) and the architectural implications associated with each platform in regards to ETL.

Working experience in debugging mappings, transformations, mapplets and source qualifier files and Unit testing the newly developed ETL components.

Experience in developing the Application Code package using MS Visual Source Safe Demonstrated experience performing system testing, unit testing, and user acceptance testing.

Demonstrates development and solution design experience in an environment where Oracle, Informatica and Cognos are used together for data warehousing and business intelligence.

Demonstrate experience designing, developing and implementing Reports, Dashboards and other Business Intelligence solutions using Cognos 10 or higher and Microsoft Power BI.

Experience in leading development and modelling of applications, specifically hierarchical data model applications.

Hands‑on experience with Databricks for building scalable ETL pipelines, performing big data transformations, and implementing Lakehouse architecture using Apache Spark and Delta Lake.

Skilled in data engineering and analytics on Databricks, including integration with Azure Fabric Data Factory and Power BI for advanced reporting and visualization.

Familiarity with Ontario Digital Platform (ODP) standards and practices, ensuring compliance with data governance, security, and modernization initiatives in Ontario government technology projects.

Proven ability to design and implement cloud‑based data solutions leveraging Databricks, ODP frameworks, and enterprise ETL tools (Informatica, SSIS) for large-scale data migration and warehousing.

Core Skills

Experience performing the design of data warehouse and related components, including working knowledge of SQL Server, Oracle SQL, PL/SQL, and their optimization techniques.

Experience with systems design and development, and related methods, techniques, practices and standards.

Working Knowledge of technology, data, databases, applications, and networking techniques, tools and practices enable you to lead the design and development of infrastructure support projects.

Experience documenting application designs and specifications, and drafting policies and procedures for ETL processes and Power BI-compatible formats.

Working knowledge of aggregate reporting and ETL processes, specifically using tools like Informatica, SSIS , and Fabric Data Factory.

Troubleshooting of production issues and creating fixes for any unplanned deployments.

Defect investigation, resolution and assignment to team members using defect/issue management tools, e. g. HP ALM or HP Service Manager.

Demonstrated experience in coordinating and planning for the modernization of large, complex multi-platform, multi-tier information technology systems, particularly in ETL design, data migration, and Fabric Data Factory integration.

Proven experience using a variety of methodologies to carry‑out the software development lifecycle (e.g., Agile, waterfall, etc.).

Communication Skills

Experience working with both the business users and IT development teams to ensure business requirements are properly reflected in the system design and technical specifications.

Analytical and problem‑solving skills to assess clients' business priorities and needs; to evaluate business and technical design alternatives.

Public Sector Experience

Previous public sector experience in an organization of equivalent size.
