Provides strategic leadership by planning, directing, coordinating, and supervising staff responsible for the design, permitting, and construction of public water supply facilities and performs related work as required. Supervises the Manager, Engineering and Manager, Construction. Reports directly to the General Manager.
- Exercises oversight and broad discretionary judgment to manage all functions in the Engineering and Construction Division to deliver capital improvement projects and achieve Fairfax Water's strategic priorities and business goals.
- Evaluates projects for alternative delivery methods and makes recommendations in accordance with procedures adopted by the Fairfax Water Board.
- Ensures collaborative and cooperative project delivery that meets the needs of end users and other stakeholders.
- Manages the efficient, effective, and timely execution of Capital Improvement Program projects including but not limited to preliminary engineering, design, permitting, easement/property acquisition, bidding, construction management/administration/inspection, and community outreach.
- Drives professional development of the Division team by identifying and implementing informal and formal training and mentorship opportunities.
- Monitors and evaluates progress and performance of Division in meeting project delivery goals and objectives and implements strategies as needed to improve performance.
- Provides leadership and direction in the review and improvement of key infrastructure renewal programs including but not limited to the Distribution System Sustainability Program.
- Provides leadership and direction in the development and review of design and construction standards.
- Ensures effective utilization of unit price construction contracts such as the Water Main Installation and Service Contract and Basic Ordering contracts for engineering services.
- Prepares and makes effective oral and written presentations to the Fairfax Water Board and Committees, and other governing bodies and civic groups as required. Serves as lead staff to the Fairfax Water Boards Infrastructure Committee.
- Provides oversight for the solicitation of consultant engineering services to support planning initiatives, perform engineering design, and support construction projects.
- Oversees the preparation of construction bid packages and the bid solicitation process.
- Ensures maintenance of the Engineering Archives are consistent with organizational needs.
- Manages the acquisition of real property and easements necessary to support the Capital Improvement Program and other organizational needs.
- Assists in preparation of agreements between Fairfax Water and other entities.
- Provides technical support for resolution of special operational and maintenance problems.
- Leads efforts with counsel to resolve contract administration and management issues and modify contract standards related to design and construction.
- Prepares budget for Division activities.
- Attends meetings and conferences and prepares reports.
- Performs other duties as assigned or required.
- Bachelors degree in civil engineering required (graduate degree preferred) and fifteen years of progressively responsible experience in the design, and construction of public water supply facilities, including four years at a managerial level.
- Extensive knowledge of the theory and practice of civil engineering relating to the design and construction of public water supply facilities.
- Demonstrated ability to oversee the design and construction of complex public water supply or related infrastructure.
- Demonstrated ability to develop and exercise independent judgment and effective courses of action.
- Demonstrated experience with alternative project delivery methods.
- Demonstrated ability to prepare and present complex information to different audiences, including executives, governing bodies, elected officials, and the general public.
- Strong prioritization, organization, and negotiation skills.
- Thorough knowledge of construction management and contract administration.
- Excellent oral and written communication skills.
- Demonstrated ability to plan, direct, coordinate and supervise the work of consultants, professional engineers, and technicians.
- Demonstrated ability to establish and maintain effective working relationships with public officials, contractors, governing bodies, and the general public.
- Demonstrated ability to secure requisite permitting for projects.
- Must be a registered P.E. in the Commonwealth of Virginia or be able to obtain a license by reciprocity within one year.
- Professional certifications related to utility infrastructure design and construction, e.g. CCM and ENV SP are desirable.
- Must pass a controlled substance (drug) test for employment.
