Executive Director (260000F2) Seeking Qualified Candidates Interested in Joint Appointment to Position of Executive Director, Center for Health Information and Analysis.

Pursuant to Chapter 12C, § 2 of the Massachusetts General Laws, we are currently seeking applicants for the position of Executive Director of the Center for Health Information and Analysis (CHIA) to be jointly appointed by the Attorney General, the State Auditor, and the Governor.

The Executive Director serves as the administrative head of CHIA. The Executive Director’s responsibilities include the following:

Setting the CHIA’s strategic agenda in light of anticipated health care data and analytic needs of policymakers and the health care industry;

Overseeing and managing large healthcare data infrastructure;

Ensuring robust security and privacy measures are in place to keep up with evolving risks and uses of data;

Working closely with CHIA’s Oversight Council (Council), including serving as CHIA’s primary point of contact for the Council, setting Council meeting agendas, and overseeing the implementation of the Council’s recommendations.

CHIA is the Commonwealth’s primary hub for health care data and a primary source of health care analytics that support policy development. CHIA’s statutory duties include the following:

Collecting, analyzing, and disseminating health care information to assist in the formulation of health care policy and in the provision and purchase of health care services, including collecting, storing, and maintaining data in a payer and provider claims database;

Providing an analysis of health care spending trends as compared to the health care cost growth benchmark established by the Health Policy Commission;

Collecting, analyzing, and disseminating information regarding providers, provider organizations, pharmaceutical manufacturing companies, pharmacy benefit managers, and payers to increase the transparency and improve the functioning of the health care system;

Providing information to, and working with, the General Court and state agencies (including, but not limited to, the Executive Office of Health and Human Services, the Department of Public Health, the Department of Mental Health, the Health Policy Commission, the Office of Medicaid, and the Division of Insurance) to collect and disseminate data concerning the cost, price, and functioning of the health care system in the Commonwealth and the health status of individuals;

Participating in and providing data and data analysis for annual hearings conducted by the Health Policy Commission concerning health care provider, payer, pharmaceutical manufacturing company, and pharmacy benefit manager costs, prices, and cost trends;

Reporting to consumers comparative health care cost and quality information.

By statute, the person appointed shall be selected without regard to political affiliation and solely on the basis of expertise in health care policy, expertise in health care finance and such other educational requirements and experience that the Attorney General, State Auditor and Governor determine are necessary.

The term of this appointment is to fill the unexpired term of the departing Executive Director, until January 2, 2028. The Executive Director may be reappointed for a five-year term. This is a paid position.
