Strategic Program Director (Healthcare Quality Systems & Enterprise Support)
The team is seeking a Strategic Project Director to oversee a comprehensive support framework for a suite of high-visibility, mission-critical Healthcare Quality Initiatives. This role is responsible for leading a multidisciplinary team that provides the "foundational engine" for national-scale clinical data collection, quality reporting, and payment incentive systems.
The successful candidate will possess a unique blend of Lean-Agile leadership, health informatics awareness, and enterprise-level operational expertise. They will ensure that technical architecture, cybersecurity, and shared operational services are seamlessly integrated to support federal mandates and improve clinical outcomes.
Key Responsibilities
Healthcare Portfolio Synchronization:
Lead the strategic alignment of diverse healthcare quality programs (e.g., clinician reporting, facility-based quality assessments, and value-based payment models) into a unified operational roadmap.
Agile Governance of Quality Systems:
Orchestrate the delivery of mission-critical healthcare applications by facilitating
Program Increment (PI) planning
and managing
Agile Release Trains (ARTs)
focused on data ingestion and quality measure calculation.
Integrated Data Foundation Oversight:
Direct the "Information Foundation" teams responsible for clinical data integrity, ensuring that data pipelines for healthcare quality reporting remain resilient, compliant, and secure.
Regulatory & Compliance Stewardship:
Ensure all systems and services meet rigorous federal healthcare standards, including
HIPAA ,
FISMA , and interoperability mandates (e.g.,
FHIR
standards).
Enterprise Service Enablement:
Oversee the specialized support functions that enable thousands of external healthcare providers and internal stakeholders to access systems, including automated onboarding and identity management.
Strategic Risk & Resource Management:
Maintain an Enterprise Risk Dashboard that specifically tracks technical debt and security vulnerabilities within the context of high-stakes healthcare reporting cycles.
Required Qualifications
Leadership Experience:
10+ years of experience directing large-scale federal programs (50+ FTEs) with a focus on
Healthcare IT
or
Quality Measurement .
Healthcare Domain Expertise:
Proven experience with
Value-Based Care
models,
Clinical Quality Measures , or electronic health record ( EHR ) data integration.
Scale & Complexity:
Demonstrated success managing "interconnected" technical pillars (e.g., security, architecture, and dev-ops) in a highly regulated federal healthcare environment.
Agile Proficiency:
Extensive experience in the
Scaled Agile Framework (SAFe) , specifically leading large-scale transformations from waterfall to agile delivery models.
Preferred Certifications
Project Management Professional ( PMP )
SAFe Program Consultant ( SPC ) or SAFe Release Train Engineer ( RTE )
Health Information Technology (HIT) related certifications (e.g.,
CPHIMS )
Salary Range:
$180,000 - $210,000 annually
Education:
Bachelors Degree Required
Clearance:
Must be able to obtain and maintain a federal Public Trust/Suitability, which includes a requirement of U.S. residency for three out of the last five years
