The Program Director is a senior operational leader responsible for overseeing the day-to-day performance, compliance, and staff leadership of a multi-site detox and residential substance use disorder treatment program totaling approximately 64 beds. This role requires a seasoned, experienced leader with the ability to manage complex operations, lead multidisciplinary teams, and ensure continuous regulatory and accreditation compliance. This role includes direct responsibility for program budgeting, staffing models, and workforce planning across a multi-site detox and residential SUD program. The Program Director serves as the primary on-site authority for program operations, quality, and risk management while partnering closely with executive leadership to support performance, stability, and growth. Key Responsibilities

Program Leadership & Operations

Provide direct leadership and operational oversight across multiple licensed detox and residential treatment sites. Ensure safe, efficient, and compliant operations aligned with census, acuity, and level-of-care requirements. Conduct routine site rounds to ensure safety, consistency, client satisfaction, and staff accountability. Serve as on-call operational authority for emergencies or ensure appropriate leadership coverage. Regulatory, Licensing & Accreditation Compliance

Ensure ongoing compliance with all applicable state and federal regulations, including DHCS, TJC, & CARF. Lead licensing visits, audits, accreditation surveys, and corrective action planning. Identify, address, and resolve compliance deficiencies, grievances, and risk issues promptly and effectively. Staff Leadership, Staffing & Performance Management

Oversee recruiting, hiring, onboarding, training, supervision, and disciplinary processes for program staff. Develop and manage staffing plans aligned with census, acuity, and regulatory requirements. Supervise leadership and key operational roles to ensure consistent standards across all sites. Conduct annual performance evaluations and provide ongoing coaching and accountability. Foster a culture of professionalism, structure, and continuous improvement. Program Budgeting & Resource Management

Oversee program-level budgeting in collaboration with executive leadership and finance. Monitor labor utilization, overtime, staffing ratios, and operational expenses. Identify budget variances and implement corrective actions to support financial sustainability. Ensure staffing and operational decisions balance quality care, compliance, and fiscal responsibility. Quality Improvement & Client Experience

Monitor client satisfaction, retention, and program outcomes across all locations. Review audit results, incident reports, and quality metrics. Implement corrective and preventive action plans to enhance program performance. Ensure a safe, therapeutic, trauma-informed, and client-centered environment. Interdepartmental & External Collaboration

Work closely with admissions, billing, medical, and clinical teams to support utilization management. Prepare and present operational, compliance, and performance reports for executive leadership and performance improvement meetings. Professional Development

Stay current on regulatory changes and industry best practices. Qualifications

Required

Minimum 5+ years of leadership experience in substance use disorder treatment or behavioral health. Demonstrated experience overseeing multi-site or high-bed-count (50+ beds) residential and/or detox programs. Strong working knowledge of DHCS regulations, Joint Commission standards, and healthcare compliance. Proven ability to lead multidisciplinary teams in a highly regulated environment. Excellent leadership, communication, organizational, and decision-making skills. Valid California Driver’s License, current TB test, and First Aid/CPR certification. Ability to pass random UA and breathalyzer testing per company policy. Preferred

Primary Mental Health treatment experience is a strong plus, as Profound Treatment is expanding mental health services. Experience with quality assurance, audits, and performance improvement initiatives. Experience stabilizing or scaling growing treatment programs. Benefits
