
Regional Operations Director – TRICARE Overseas Program (LAC)

ABOUT THE ROLE
Federal Staffing Resources is looking for a Regional Operations Director to lead day-to-day non-clinical operations for the TRICARE Overseas Program (TOP) across Latin America and Canada (LAC).
In this role, you will be the senior operational leader responsible for delivering a high-performing healthcare support program for U.S. service members and their families overseas.
You will oversee operations, manage client relationships, lead regional teams, and ensure contract requirements and performance goals are met.
You will work closely with medical leadership, but you will not provide clinical supervision or make medical decisions. Your focus is on operational excellence, service delivery, and client satisfaction.
The client is based in San Antonio, Texas, and this role serves as a key operational interface with U.S. Government stakeholders.
WHAT YOU’LL DO Lead Client & Government Relationships
Serve as the primary operational contact for U.S. Government partners, including DHA, TRICARE Area Offices, and Military Treatment Facilities
Lead regular client meetings, briefings, and performance reviews
Represent the program during audits, reviews, and strategic discussions
Manage contract performance, including KPIs, service levels, and operational deliverables
Oversee Regional Operations
Lead all non-clinical operations across the LAC region
Coordinate services across claims, provider networks, appointments, payments, enrollments, and customer service
Ensure teams are aligned, prepared, and delivering consistently high service
Support contingency and surge operations when required (non-clinical)
Manage Provider Networks
Oversee relationships with regional healthcare providers and partners
Ensure provider networks meet access, credentialing, and contract standards
Partner with network and medical teams on audits, education, and performance improvement
Lead and Develop Teams
Directly manage regional operational leaders and teams
Support workforce planning, performance management, and professional development
Provide administrative support for medical staff in partnership with medical leadership
Drive Digital Improvement
Lead digital and process improvement initiatives that improve efficiency and service quality
Support automation, reporting, and analytics initiatives
Encourage adoption of new tools, including AI-enabled solutions
WHAT WE’RE LOOKING FOR Required
Bachelor’s degree (Master’s preferred in healthcare or related field)
Senior leadership experience in operations, healthcare services, or government programs
Experience working with U.S. Government or Department of Defense contracts
Strong experience managing KPIs, performance metrics, and compliance
Fluent in
English and Spanish
Comfortable working in international and multicultural environments
Proficient with Microsoft Office and business systems (CRM, SharePoint, etc.)
U.S. Citizenship and ability to obtain ADP II clearance
Willingness to travel up to 60%
Nice to Have
Experience in Latin America or Puerto Rico
PMP or formal project management training
Experience supporting large, complex service delivery programs
