Executive Director, Clinical Services (Project Management) Under direction of the Chief Executive Officer, the Executive Director, Clinical Services is responsible for the oversight of the Integrated Health Services Clinic, Community Health and Wellness Services, Outpatient Therapy and Substance Use Disorder Services, Substance Use Disorder Prevention Services, Case Management, Wraparound, Special Programs, OBRA, and Jail Services. The Executive Director, Clinical Services, in conjunction with the Executive Director, Access & Crisis Services, oversees all Community Behavioral Health Clinic (CCBHC) services. The Executive Director, Clinical Services manages assigned departments efficiently and effectively to maximize quality of services and collaborates with the Medical Director to maintain a consistently high level of quality service delivery to patients and referral sources. This position provides administrative direction and ensures accountability for quality improvement activities within its assigned departments and provides direction to all staff in Clinical Services departments. The Executive Director, Clinical Services ensures that LifeWays has policies and procedures in place that comply with administrative requirements outlined by the Balanced Budget Act, Commission for Accreditation of Rehabilitation Facilities (CARF) Accreditation, and the contracts with the Michigan Department of Health and Human Services (MDHHS) and Mid-State Health Network (MSHN).
Essential Functions
>Responsible for day-to-day supervision, counseling, and discipline of direct staff according to procedure. Also responsible for performance evaluations, initial 90-day period for (direct report) new employees and annual thereafter. Actively participates in the implementation of quality improvement efforts designed to improve clinical performance and maintain compliance with accreditation standards.
Develops and manages clinical operations focused on improving clinical and financial outcomes.
Ensures accessibility to medically necessary services throughout the service delivery system in a manner that promotes clinical excellence, recovery, and consumer choice.
Assures alignment of Clinical Care departments with the organizations mission and strategic plan. Monitors progress toward strategic goals and the implementation of strategic initiatives. Assists in the development of organizational and network management strategies for accomplishing the goals and objectives of the organization and provides reports on same.
Provides clinical consultation and assistance to clinical staff to resolve complex and high-risk clinical cases, disputed treatment decisions.
Works with the Medical Director to advise the Chief Executive Officer (CEO) in clinical matters of the agency including but not limited to providing strategic direction for matters of clinical importance and assuring implementation of management and performance improvement decision in the Clinical Services Division.
Develops and analyzes strategic clinical business plans to assist LifeWays in being a leader in community behavioral health.
Oversees development and implementation of clinical programs that optimize evidence-based best practices of patient care.
Responsible for educating LifeWays staff, the LifeWays Board of Directors, LifeWays Provider Network, consumers, family members of consumers, community partners and stakeholders on service accessibility and criteria; clinical practices and how they align with Evidence-Based Practice/Promising Practices/Best Practices and promoting recovery and consumer choice.
Prepares analyses and recommendations concerning service issues as requested by the CEO. Designs or oversees the development of proposals and/or plans for new clinical services or the redesign or elimination of existing services.
Monitors service output, productivity, clinical goal attainment and resource utilization information comparing actual performance to plan. Analyzes, develops, and implements plans of correction and improvement.
Supervises departmental implementation and compliance with annual program budgets authorized by the agency.
Supervises department heads and other administrative staff as designated by the CEO.
Works to develop new clinical programs and provider resources in accordance with MDHHS expectations and the findings of regular needs assessments.
Recommends clinical training curriculum, as the need indicates. Identifies system-wide training needs and assists in the development of the annual training plan consistent with those needs.
Responsible for strategic planning, goals, objectives, and key performance indicators (KPIs) for the department.
Provides oversight of departmental processes in conjunction with departmental staff.
Assures compliance with regulatory, payer, and licensing guidelines.
Monitors billing, coding, and payer credentialing procedures to ensure maximum reimbursement.
Collects, analyzes, and maintains data on program operations, staff performance, and key results.
Provides ongoing review of effectiveness, efficiency, satisfaction, and accessibility of program.
May be assigned to supervise or provide coverage to other locations, as necessary.
Works a non-traditional schedule which may include evenings, weekends and/or holidays.
Responsible for adherence to all Commission on Accreditation of Rehabilitation Facilities (CARF) and Michigan Department of Health and Human Services (MDHHS) standards.
Maintains regular and predictable attendance.
Performs all other duties as assigned or requested.
