PPBE Product Owner / Financial Management Expert (EPM)

As a

Senior Product Owner , you will lead the functional design of a Federal Enterprise Performance Management (EPM) initiative. You will bridge the gap between government budget offices and technical teams to align the EPM roadmap with

Planning, Programming, Budgeting, and Execution (PPBE)

processes. Key Responsibilities

Process Expertise:

Align EPM workflows with Federal budget formulation, Congressional submissions, and year-of-execution spend plans (including Continuing Resolutions). Product Ownership:

Manage the Agile backlog, define user stories, and prioritize sprint delivery in coordination with government leads. Execution Integration:

Lead design for fund distribution, obligation tracking, and budget-to-actual variance reporting. Strategic Roadmap:

Drive a unified EPM model for 25+ agencies, covering workforce planning, data management, and narrative reporting. Qualifications

Citizenship/Clearance:

U.S. Citizenship required ; ability to obtain/maintain a

Secret Clearance . Experience:

7+ years in Federal Financial Management or PPBE oversight. Agile:

Proven success as a Product Owner or Functional Lead in an Agile SDLC environment. Systems:

Deep understanding of Federal budget formulation and execution systems. Technical (Preferred):

Exposure to

Oracle EPM Cloud

and data integration with ERP financials. Certifications (Preferred):

CGFM, CDFM, CPA, or Agile Product Owner. Location:

100% Remote (Periodic travel to agency sites as needed).
