We are seeking a detail-oriented and strategic Bid Estimator to lead the preparation, coordination, and submission of competitive bids for fiber infrastructure construction, engineering services, wireless construction, and turnkey projects. This role is crucial in driving revenue growth by ensuring the delivery of high-quality, timely, and commercially sound proposals that align with client requirements and company capabilities. This individual will collaborate closely with Business Development and Operations teams to ensure timely and strategic responses to RFPs and customer opportunities. The ideal candidate brings deep experience in OSP estimating, cost modeling, working in online customer bid portals, and cross-functional coordination.
Key Responsibilities
Lead the end-to-end bid process for fiber construction, wireless infrastructure, and engineering services projects to ensure on-time response to customer bid due dates.
Coordinate cross-functional teams (engineering, finance, legal, operations) to gather inputs and ensure bid completeness.
Develop and maintain bid plans, timelines, and compliance checklists.
Develop detailed cost estimates using internal bidding tools, ensuring alignment with project scope, field conditions, and margin targets.
Analyze RFPs and customer requirements to determine project complexity, scope, and resource needs.
Coordinate with subcontractors, vendors, and internal teams to gather accurate pricing and delivery timelines.
Maintain and update cost databases, unit pricing, and historical bid data to improve future bid accuracy.
Facilitate bid/no-bid decisions with senior leadership.
Prepare accurate cost estimates for telecom infrastructure projects including fiber, wireless, and civil works.
Analyze project scope, drawings, and specifications to determine labor, material, and equipment costs.
Collaborate with procurement and subcontractors to obtain competitive pricing.
Build and maintain cost databases and estimation tools.
Proposal Development
Draft compelling technical and commercial proposals tailored to client needs.
Ensure proposals are compliant with client specifications and internal governance.
Review and edit proposal content for clarity, accuracy, and impact.
Stakeholder Engagement
Serve as the primary point of contact for bid-related communications with clients and internal teams.
Conduct post-bid reviews and lessons learned sessions to improve future submissions.
Qualifications
Bachelor’s degree in engineering, Business, or related field (Telecom or Civil preferred).
5+ years of experience in bid management or estimating within telecom infrastructure or construction.
Strong understanding of telecom technologies (fiber optics, wireless networks, towers, and engineering, etc.).
Proficiency in MS Office, Excel, and estimating software (e.g., CostX, WinEst, or similar).
Excellent project management, communication, and analytical skills.
Preferred Skills
Experience working with major ISPs (e.g., Comcast, Charter, Lumen, AT&T, Verizon) and tower companies (ATC, Crown, SBA, Tillman, Vertical Bridge, etc.)
Managed full turnkey estimates, fiber construction only, engineering only, BAU and enterprise bids
Strong understanding of fiber and wireless construction methods, materials, and cost drivers.
Proven track record in managing multi-million-dollar turnkey estimates and RFP submissions
