Description The City of Richmond is seeking to fill the position of

Organizational Strategist . The Organizational Strategist is responsible for designing and implementing strategies that strengthen alignment, efficiency, and collaboration across the organization. This role focuses on evaluating structures, processes, and governance practices to support strategic goals. A key responsibility includes creating, administering, and maintaining the interdepartmental Council Committee communication policy to ensure clear, consistent, and effective information flow among stakeholders. The Organizational Strategist partners with leadership and cross-functional teams to drive organizational effectiveness and continuous improvement.

Duties

Collaborate with subject matter experts across agencies and the City Attorney’s Office to ensure the accuracy and compliance of the Chief Administrator’s signature documents, including certificates of take, MOUs, grant agreements, purchase and sale agreements, official correspondence, and required federal filings.

Manage the City’s legislative process to ensure timely Council requests are made for the adoption of administrative prerogatives.

Form and lead cross-functional teams for policy research and development and the implementation of process improvement initiatives.

Maintain exceptional customer service in responding to requests from the City’s election leader.

Manage Freedom of Information Request for the Office.

Facilitate discussion regarding the creation and maintenance of the executive strategic plan for the Chief Administrative Office.

Coordinate closely with the Chief Administrative Officer and Deputy Chief Administrative Officers as a resource for crisis management operation.

Represent that administration in the negotiation and maintenance of union contracts.

Serve as the internal/external community engagement liaison.

Make recommendations on organizational restructuring and aiding in the implementation and transition.

Qualifications, Special Certifications And Licenses MINIMUM TRAINING AND EXPERIENCE:

Bachelor's Degree in public administration or field directly related to assignment

Eight years or more of progressively responsible related experience that includes designing and implementing organizational strategies for a government agency

Master's Degree in a field directly related to the assignment is preferred

An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

Knowledge, Skills, And Abilities

In-depth knowledge of municipal governance, legislative processes, and administrative authorities

Strong ability to collaborate with legal counsel, subject matter experts, and executive leadership to ensure accuracy and compliance of official documents

Proven skill in managing complex, cross-departmental workflows and leading multidisciplinary teams toward policy and process outcomes

Excellent customer service and stakeholder management skills, particularly in high-visibility and time-sensitive environments

Demonstrated ability to manage public records and Freedom of Information requests in compliance with statutory requirements

Strategic planning and facilitation skills to support executive visioning, goal setting, and long-term organizational alignment

High-level coordination and communication skills to support executive leadership during crisis management and sensitive operations

Experience in labor relations, including negotiation and administration of union contracts

Strong organizational analysis skills with the ability to recommend, support, and implement organizational restructuring and transition initiatives
