To serve as a strategic communications advisor to executive leadership and create an integrated, enterprise-wide communications, marketing, branding, and development strategy that advances the district's mission and goals. To plan, develop, and implement coordinated corporate communications strategies that increase public knowledge, awareness, and appreciation of district operations while ensuring effective, consistent messaging across all traditional and emerging communication platforms. To develop and execute a comprehensive fundraising and development plan in support of organizational goals. PERFORMANCE RESPONSIBILITIES 1. Support executive leadership as chief communications advisor and strategist on all matters related to public relations, media relations, community engagement, crisis communications, brand strategy, and organizational reputation. 2. Develop and implement coordinated, enterprise-wide corporate communication and branding strategy aligned with district goals and priorities. 3. Devise and monitor metrics to determine effectiveness of marketing and communication approaches; provide regular strategic assessments to Superintendent and leadership team. 4. Develop and maintain a comprehensive crisis communications plan and protocols; manage all crisis communications situations. 5. Serve as the district's primary spokesperson and coordinate all media inquiries, interview requests, and press conferences. 6. Monitor media coverage and public opinion related to the district and recommend appropriate strategic responses or actions. 7. Manage all communications functions and services consistent with district goals; develop plans and identify objectives for each unit within the department. 8. Direct and evaluate the performance of direct reports regarding productivity in achieving district strategic goals. 9. Implement key communications policies, protocols, and guidelines across the district. 10. Write, edit, and oversee distribution of press releases, articles, newsletters, publications, and other communications content. 11. Oversee the district's comprehensive digital communications strategy including websites, social media accounts, mobile apps, and emerging platforms. 12. Direct district brand positioning, logos, design standards, print materials, and integrated social media marketing. 13. Plan and develop systems of feedback and evaluation regarding the effectiveness of the district's communication strategies. 14. Develop and manage comprehensive community outreach and communication plans to serve stakeholders and engage new partners and communities. 15. Direct the planning, development, and implementation of strategies facilitating distribution of district information to parents, staff, and the community. 16. Direct employee communication programs and plan high-profile public events, community outreach initiatives, and stakeholder engagement activities. 17. Establish and maintain positive, strategic working relationships with media representatives, community partners, and key stakeholders. 18. Direct the planning, development, and implementation of a comprehensive fundraising and development plan aligned with district priorities. 19. Oversee foundation operations for charitable, educational, and scientific purposes; monitor major giving initiatives and implementation of the Philanthropic Strategic Plan. 20. Cultivate and maintain relationships with major donors, corporate partners, and community philanthropic organizations. 21. Monitor state and federal regulations and compliance issues related to district communications, public records, and information dissemination. 22. Direct the flow of information to and from the district related to current and proposed legislation affecting public education. 23. Maintain strategic working relationships with state and federal legislative delegates and governmental affairs representatives. 24. Ensure all communications adhere to district policies and legal requirements related to privacy, confidentiality, and public records management. 25. Support schools and departments in communications needs; provide training and assist with preparation of public statements, speeches, and presentations for School Board members, Superintendent, and key administrators. 26. Develop leadership capacity in subordinates through mentoring, coaching, and professional growth opportunities; remain current on communications technology, educational trends, and fundraising best practices. 27. Follow district policies and procedures; manifest a professional code of ethics and values; model effective use of technology in daily work. 28. Respond to internal and external customers in a timely, accurate, and courteous manner representing Volusia County Schools in a positive light. 29. Perform other strategic assignments and duties as assigned by the Superintendent.
