Position Purpose: The Assistant Parks and Recreation Director works under the general direction of the Director of Parks and Recreation. This position will be responsible for the strategic planning within the department and will be responsible for park, trail, open space, recreation and golf planning within the department and will be responsible for long‑range planning, master planning, and strategic initiative efforts. Supervises assigned operation division managers or supervisors, develops assigned division budgets, approves expenditures and establishes procedures. This is an in‑person position that is not eligible for regular remote work.

Plan, program and direct all City activities involving parks, trails, open space, recreation and golf planning, development, design and engineering, project and construction oversight and strategic initiative efforts.

Oversee the development and implementation of capital improvements for the Parks and Recreation department, including the identification and prioritization of projects, cost estimating, funding recommendations and all phases and functions of project delivery from conception to completion.

Motivates and influences people to facilitate organizational effectiveness and collaborative relationships to enable the implementation of the City’s mission, vision and goals.

Oversees the assigned division’s budgeting and program requests.

Builds relationships with developers, consultants, contractors, citizens, community groups and maintain partnerships with other operating departments, regional agencies, developers, and the public. Performs work independently within broad guidelines and format to accomplish goals and achieve desired results.

Assigns, supervises and evaluates the work of assigned staff. Keeps others informed on status updates to allow performance at a maximum level in their jobs.

Prepares timely performance evaluations that clearly define expectations.

Fosters teamwork and empowers employees while recognizing employee contributions.

Trains supervisors and staff in operations, methods, and fiscal control for their respective programs to ensure performance of their duties.

Mentors staff and identifies training opportunities to maximize performance.

Builds on‑going trust with others to produce an atmosphere of teamwork.

Recruits, interviews, hires, evaluates, trains and disciplines staff.

Documents performance highlights and provides regular coaching and accurate feedback to employees; establishes performance standards and controls.

Develop recommendations regarding selection, hiring, training, evaluating, and disciplining assigned employees.

Performs supervisory activities including instructing, assigning, and reviewing work; maintaining standards, allocating personnel, acting on employee problems, selecting new employees; and in conjunction with Human Resources implementing discipline, termination, and evaluation procedures.

Prepares complete and accurate presentations as needed and required for City Council review or Parks & Recreation Advisory Board.

Completes annually required trainings for the City and department.

Proficient in ability to multi‑task and successfully manage/complete workload amid regular interruptions.

Carries out duties with professionalism and ability to act professionally with employees and the public.

Executes duties offering excellent customer service to internal and external customers.

Maintains regular and consistent attendance according to established department schedule.

Other Duties and Responsibilities:

May support as needed in the operations of the Golf Course operations.

May support as needed in the operations of Grounds and Facilities division.

May represent the City in various capacities on panels, committees, task forces and relevant forums.

Performs other duties and special projects as assigned.

Experience and Training: Minimum Education: Bachelor’s degree required in Parks, Recreation, Planning, Administration and Tourism or a related field. Combination of education and experience may be considered.

Job Requirements: Valid Colorado Driver’s License, or ability to obtain within 6 months of hire. Ability to pass a background and MVR check with results that are acceptable to the City of Rifle.

Job Certifications: Currently hold Red Cross First Aid/CPR/AED certification or ability to obtain within 3 months of hire. Currently hold or obtain within 18 months of hire Certified Parks & Recreation Professional certification.

Work Experience in Positions Similar or Related to This Job: Six years of direct experience in the field of recreation and/or parks management and a minimum of two years of management experience.
